Any public policy is usually very difficult to be executed and to realize the goal of it automatically. So we should pay attention to the procedure on implementation and monitoring of policies. Since January1,2009, China began to implement the policy of teacher performance pay in compulsory education stage of primary and middle schools. This policy aims to promote the balances development of compulsory education, to encourage outstanding teachers, and also to improve the quality of education. After five years, the government of many provinces in China introduced the implementation opinions of teacher performance pay. So how about the specific implement situation of the policy of teacher performance pay on primary and middle school now? Weather to realize the established policy objectives? What problems exist in the implementation?This paper attempts to answer these questions.This composition try to observe the teacher performance pay of primary and middle schools from three perspectives,which on policy makers, policy executants and policy implementation objects. In practical terms, the author tries to make a text analysis on the teacher performance pay of primary and middle schools, and to make a questionnaire investigation and interview survey on the headmasters, middle-level managers of primary and middle school. At the same time, make the same survey on the frontline teachers of primary and middle school’s teachers. The author makes a more comprehensive understanding of the implementation of performance pay policy at the basic level, and to find out the problems in the procedure of policy implementation. At last the author tries to find the reasons of these problems, and to make some suggestions of this policy.The whole composition is divided in six parts, In the introduction part, the author make a review on the performance pay policy of primary and middle schools. Meanwhile it puts forward the theoretical basis and the research ideas. The1st part reviews the development history of the Chinese teachers’salary system, and makes a code analysis on the performance of primary and secondary wage policy. The2nd part of this composition tries to understand the situation of implementation on performance pay policy through the questionnaire and interview. The3rd part of this composition makes a data analysis on the primary data. And the author finds there are some problems in the procedure of the implementation of teacher performance pay policy, such as lack of motivation on teacher performance pay policy in primary and middle schools, big gaps between different regions or schools in Beijing, problems in the assessment index system, delay of the teacher performance pay. The one-sided understanding of the teacher performance pay policy and so on. The4th part of this composition analyzes the problems in the implementation of performance pay policy with the relative theories, and to find out the deep reason of it. At the last, this composition tries to make some targeted suggestions to the implementation on performance pay policy in China with the theories and practice of enterprise salary and performance management.
