In 1992,the publishment of journal article "the Balanced Scorecards-Assessment-Driven Performance" written by Robert Kaplan and David Norton was officially published,which should be the signal for raising of the Balanced Scorecard.The Balanced Scorecard has been hailed as the greatest management tool in last 75 years due to its brilliant records on abroad.There are more than 55% of Fortune's top 1,000 companies implemented the balanced scoring tools or their ideas.Besides the enterprises,many overseas universities have also introduced Balanced Scorecard into their own managements.Moreover,according to the validity of Balanced Scorecard which has been successfully used beyond seas,many domestic companies have also combined the experience between the Balanced Scorecard and their own actual situation in management.Furthermore,the Balanced Scorecard has been adopted into the domestic non-profit organizations,such as the governments and the universities.It should be not only a management tool of their own performance,but also a new-type management tool.This paper could be a research of the application of the Balanced Scorecard in strategic management of the higher vocational colleges in China.Taking the T Vocational College as a case study,analyzing both the external opportunities and challenges and the internal advantages and disadvantages.After that,the development strategies of "quality","characterization" and "branding" have been constructed based on its own characteristics.Then,this paper employed the Balanced Scorecard into the strategy implementation of the T Vocational College.According to the strategic objectives,the specific objectives of the Balanced Scorecard have been developed from four dimensions,which should be the base of designing key indicators.Last but not least,the target value of each key indicator has been enacted to the guide of the formulation of the actionplans,so as to ensure the construction of Balanced Scorecard system of the T Vocational College.The use of the Balanced Scorecard in the strategic implementation of the T Vocational College transformed the strategy into the actions,which quantified the text targets and made the statistic of relative data can be conducted in such more convenient ways.Based on the analysis of the statistical data,the progress and effect of strategic implementation should be more intuitively depicted.The indicators that are not well designed in the implementation process can be adjusted in a more appropriate manner.In addition,the demerit of strategic development can be more timely recognized and optimized.Lastly,this should be more conducive to the implementation of the development strategy of the T Vocational College.
