Research On The Implementation Process Of Inclusive Private Kindergarten Policy

Universal private kindergarten policy is a new practice in the construction of universal preschool education in China,which aims to improve the rationality of the allocation of resources in the field of preschool education, and promote the realization of preschool education equity.Under the system of educational administration in our country,the achievement of policy objectives of universal private kindergarten has gone through the process of central ---province (autonomous region) ---district. As the main body of universal private kindergarten policy' implementation,local government has a key impact on the realization of policy objectives.This paper focuses on the process of universal private kindergarten policy' implementation on the district government level ,pays attention to the speech and behavior interaction on the grassroots education department ? financial department ? universal private kindergarten as the policy executor and policy stakeholders,which occur in the policy of universal private kindergarten in the implementation process.Researcher took Y district of N city as the research objective, through depth interviewing with 1 administrator who came form education department and 10 principals came from universal private kindergartens.Based on the analysis of interview data and relevant policy documents,this paper analyzes the process of implementation of policy according to the combination of the longitudinal time line and the horizontal stakeholders game,the universal private kindergarten policy'implementation is divided into two stages in Y district : In the first stage, education department was the main force in the implementation of the policy, it had to interact with financial department about funding,the other issue was to ensure that a sufficient number of private kindergarten could join the universal ranks;In the second stage,private kindergarten had become one of the main body of the policy' implementation,the sense of existence of financial department was gradually reduced, education department was not only the policy executor, but also the supervision and management of the policy' implementation.Under the guidance of the above two stages,researcher makes a further description and analysis of the process of universal private kindergarten policy'implementation.Among them,the second part of the paper mainly presented the interaction between education department and financial department on the "For money and Pay out", education department and private garden on the "public welfare and profit; the third part is mainly to show the "To lure by profits and Balance the Gains and losses " occured between education department and total private kindergarten,the "Mandatory requirement and Inability to choose” occured between education department and kindergarten which was either belonged part of public kindergarten ,about whether joined in the universal ranks;in the fourth part, universal kindergarten' s imagination of funding and students suffered the impact of reality,it conspired with education department to increase the revenue,or observed the regulations passively to cut the cost,Before the end of the first universal period,universal private kindergarten and education department were not sure whether they should adjust the price upward,they had different predictions and expectations about the developing trend of the universal private kindergarten policy.The above research shows that, the process of universal private kindergarten policy' implementation is the implementation that, the policy embed previous social structures and change the social relations the stakeholder of policy implementing have.In boycotting or catering of individuals and group,preschool education is enslaved to the time and space of reality,then struggles repeatedly between ideality and reality.
