Since 1980,when China fully implemented "a couple has only one child",our population has been effectively controlled and the relationship between population and resources has been eased.But at the same time,a series of problems have arisen,which have restricted the development of Chinese economy and society.In order to solve the population problem,"the selective two-child" policy was formally implemented in 2013,but the effect was not obvious.The Fifth Plenary Session of the 18 th Central Committee decided to fully implement the policy that a couple can have two children.This marks the end of the one-child policy era over the past three decades.The purpose of the "universal two-child" policy is to optimize the population structure and promote the long-term and balanced development of the population.However,according to the data on the number of births in recent years,the effect of "the universal two-child" policy has not met expectations.The thesis makes research of Jintan District,Changzhou,through questionnaires,combined with literature,summarizes the population and fertility development of Jintan District,deepen the understanding of the present situation of the implementation of "the universal two-child" policy in Jintan District,and found that the residents of Jintan District have no strong desire to have two children and the effect of policy implementation is not obvious.Based on Smith's policy implementation model,this paper analyzes the influencing factors of "the universal two-child" policy implementation from four aspects: policy itself,implementing agency,target group and environmental factors,and points out that these factors interact with each other.It is proposed that government departments should establish and improve relevant supporting measures to fully release the effect of "the universal two-child" policy by summarizing the experience of foreign policies.This article has put forward five policy proposals: increasing economic subsidies,improving supporting public services,improving the ability of the family planning sector to provide services,reducing the burden of care for reproductive families,and strengthening the protection of women's rights and interests,so as to effectively promote the full implementation of the policy.
