Reasonable allocations of teachers is the basic objective of running a balanced development of compulsory education in China.The teacher swap system policy is a great move to optimize allocations of teachers.This policy,as a fundamental work to push forward the balanced development of education,makes allocations of teachers reasonable and improves teachers' professional qualities.Yangzhou City,in 2010,starts to make moves like compulsory education school teachers and principals rotation exchange work.The system and methods of counties(cities,districts)makes rotation of work to be institutionalized and normalized and it works.After several years the teacher swap system policy is issued,we have many obstructions in front of us.Firstly,the mechanical policy-making is not systematic and unified,so it is hard to pursue the policy consistently and has an atmosphere of communication.Secondly,poor cooperation in government departments,schoolmasters' unclear responsibilities and poor supervisory measures all show the need to improve policy efficiency.Thirdly,from the angle of the target group,a few of teachers lack overall situation consciousnesses and vary in professional skills.Also,communication with families makes it more difficult to implement the policy,resulting in teachers' negative emotions.Lastly,the distances of software and hardware facilities between urban and rural areas,family problems and social inherent prejudice resulted from different regions form an objective obstruction in pursuing the policy.After conducting adequate researches,analyzing studying the obstructions,this paper proposes solutions against them.First,we can make a clear policy-oriented,break the concept of the department,co-ordinate departments and other measures to further optimize and improve the system of policy.Second,we can make executive responsibility clear,establish municipal leadership group,implement the responsibility of principals,strengthen the work of supervision Supervision and other measures to further improve the implementation of the main implementation capacity.Third,we can in-depth publicity and education,strengthen business training,pay attention to research feedback and other measures to solve the obstructions teachers face.Fourth,we can introduce a unified policy,improve the security system,pay attention to basic investment and other measures to further create a favorable policy implementation environment.This paper analyzes the main reasons of the policy implementation dilemma by analyzing the teacher exchange policy and its implementation subject,target group and environment in Yangzhou,and puts forward some countermeasures to solve the problems of teachers' exchange policy in Yangzhou area,the normalization and long-term of teacher communication system,and further improve the communication policy.
