In recent years,the problem of "high-priced apartment located near key schools" and"school-choosing fever" has aroused great concern for educational equity,which is a major issue related to the national economy and people's livelihood.The imbalance of macro-factors such as economic development,policy system and geographical position is the main reason for the inequity of education,which is often manifested in the imbalance of teachers.In order to alleviate this social contradiction,the government actively advocates the implementation of teacher swap system.Since 2015,Tianjin has made some achievements in implementing relevant policies,but there are still many problems,such as incomplete implementation rules,imperfect safeguard mechanism,and inadequate mobilization of the enthusiasm of schools and teachers.This study investigates the influencing factors of teachers' participation in communication rotation in a district of Tianjin through questionnaire and interview,and puts forward countermeasures and suggestions.In this study,296 teachers in Grade 1-9 of compulsory education in H District of Tianjin were investigated by self-compiled Questionnaire on the Influencing Factors of Teachers'Participation in Exchange Rotation.Five principals and teachers were interviewed.The results showed that the teachers surveyed had a high degree of recognition of the five factors affecting the exchange rotation,ranked as welfare treatment,system awareness,personal promotion and adaptation.There are significant differences among teachers of different ages,with or without participation in the exchange of posts,different professional titles and academic qualifications,but there are no significant differences in gender and teaching subjects.Finally,according to the results of data analysis and interviews,from the system,schools and teachers' personal level,the following educational countermeasures and suggestions are put forward:strengthening policy propaganda,improving exchange rotation system,establishing reasonable incentive mechanism,implementing promotion and reward system,improving swap evaluation system,training system and emphasizing teachers'personal development,improve the sense of professional achievement.
