Under the influence of the dual structure between urban and rural areas, the ordinary rural high schools, facing with survival crisis, do not have advantages in college entrance examination.In this case, the attention of some schools transformed from liberal arts college entrance examination to fine arts college entrance examination in order to get rid of survival predicament.But this characteristic construction is still a exam-oriented education. The researcher claims that people should try to understand the exam-oriented behavior of ordinary high schools in characteristic construction from the rational choice theory. And then try to explore the logic of high schools in characteristic construction policy. Finally, the author provides some advice to characteristic construction in rural high schools.This research adopts qualitative research methods. First, it uses research methods,including Interview?Classroom observation?Physical analysis and Questionnaire, to illustrate the high school E in rural area, and how to cultivate the art students in the method of''McDonald's" from the teachers and curriculums in fine arts. And then, it tries to explain reasons that the school E chooses the aesthetic characteristics class in the angle of the school as "actor". On the one hand,the school E is a rural high school, it has a low status in the education field. And government prefers to enlighten excellent students in key middle schools. What's more, many students in rural schools have weak consciousness when facing the college entrance examination. These factors are thrusts to rural high schools, which choose the aesthetic characteristics class. On the other hand, as an "actor",the school can get subsidy and legitimacy of institution in this behavior. These factors lead to tension. Finally, this way gives birth to the schools, so rural families can enter the higher school. But the essence of education purpose is to realize an overall development of human, which includes both teachers and students. To some extent, the school behavior, promising to improve graduation rates in the fine arts education, is against with the development of academic teachers and art students. In other words, the school breaks the balance between "educational" purpose and"interests" purposes when it makes a rational choice. This imbalanced phenomenon reflects that the school has unstable status in the relationship between government and school, and difficulties that the high school meets in various development policies because of lacking formal institution and dominant of informal institution. Although there exists certain problems in characteristic construction practice, as long as the government tries to correctly guide and the high school explores consciously, characteristic development policy of the high school can also be regarded as a good way to change the single high school education. Therefore, from the transformation of governmental functions, and guiding the transformation of rural high school models and exerting principal role in creating characteristics of schools, this paper made relevant recommendations on the realization of characteristic development of rural high schools.
