As public goods,education is the basic function of the government,and the government is the only organization which can undertake the great investment of education.For Chinese education powers or authority of office also experienced the "official study","The primary obligation of the republic of education","Highly centralized educational financial system and the separated pattern since the tax reform,different modes in different stages have promoted the development of education.The division of educational power is not fixed,but it is based on the actual situation of the financial and taxation system and the social economy.The pattern of China is based on the tax reform.On one hand,this pattern has advanced the development of education,on the other hand,it has also exposed many problems.At present,little research on this aspect has been done,so this article puts forward the research for Chinese Education Governance Division,this article hopes to summary literature research,find what the system supposed to be and through the practical analysis,find out the existing problems,such as the legal provisions are to general,the responsibility is not clear,the local public finance have more responsibility and the transfer payment is unreasonable.puts forward some countermeasures and suggestions based on the advanced experience of foreign countries,in order to improve the Chinese Education Division,include the strategy and the policy,contribute to the development of Chinese education.
