As the leader of the University,the university chancellor is not only the manager but also the soul of the university.A good university chancellor can lead a university to a better future,the selection of outstanding principals cannot be separated from a scientific university chancellor selection system.In order to meet the requirements of the times,to achieve the goal of building a world-class university,Ministry of education,and actively explore and improve the University Chancellor Selection and appointment,and start the pilot reform of public selection of five universities directly under the principal work.It is of great significance to promote the development of universities in China to establish a scientific system of selecting university chancellors,and to select the chancellors who meet the needs of the times and the needs of the country.At present our country university mainly appointed by the government,with many problems such as unclear roles,unable to adapt to the new requirements of the times;the selection standard is not detailed,did not set up a selection index system of perfect;selection procedure is not open and democracy;the lack of appropriate supervision and evaluation mechanisms etc..First of all,the Ministry of education set up the selection committee as the main body of the selection in the course of the public direct selection of the chancellor of the university directly under the Ministry of Education.Including the Ministry of education,leading cadres in Colleges and universities,the person in charge of the Party committee and the principal in colleges and universities directly under the management and teachers,students,retired cadres.Second the selection committee as a selection of subject;in world wide selection of suitable candidates,no longer confined to the school,within the region.Last five chancellors were elected with relatively young and some management experience by the strict selection process orderly and efficient.Although the accumulation of some successful experience but there are still some problems need to be improved,including the selection of standard system is not perfect,the selection result has obvious political nature.Make the 14 American public research universities in the British "the times higher education supplement" announced the top 100 of the 2016 annual World University Rankings as the research object,by analysis found that American public research university chancellor selected by the selection committee in accordance with the selection criteria system and rigorous selection process.With the characteristics of areasonable proportion of gender distribution,a wide range of academic background,old office age and long tenure,rich experience and high academic achievements.On the basis of adhering to the specific conditions of our country,we can choose the successful experience of the public research universities in the United States,and improve the system of public selection.It is necessary to define the role of the university chancellor,weaken its administrative status and promote the professionalization and specialization of University chancellors.To establish a perfect index system of selection criteria,to ensure a comprehensive and detailed investigation of university chancellors,including political quality,educational background,professional background,academic achievement,personal character,etc.Develop a scientific democratic selection process;to build a strong supervision and evaluation mechanism to ensure that the university chancellor's open selection work in a fair and open environment,and be able to work on the results of a comprehensive and detailed assessment.
