Since the reform and opening up,with the rapid growth of China's economy,China has entered the ranks of middle-income countries. At the same time,China is also facing the huge challenge of how to cross the middle-income trap. Now,people are gradually aware of the need to achieve rapid economic growth, across the middle-income trap,it is necessary to improve the human capital of the future labor force. However, the formation of human capital is not an overnight,it is a process of accumulation.0-3 years old is the critical period for the formation and accumulation of human capital, and it is also the highest period of return on human capital investment,so only by catching this critical period can we improve the human capital of the future workforce. However,a large number of 0-3 years old children in developing countries have serious mental retardation, especially in rural areas of China, this situation has led to a serious shortage of human capital accumulation in poor rural areas of China. Therefore, this paper takes the infant intelligence retardation in poor rural areas as an example, aims to exploring wheather the intervention of nurse teachers household demonstrate and guide the parents how to raise infants scientifically has effect on the improvement of the parenting behavior and infant's cognitive development in poor rural.according to the results of this study,we will make some suggestions to improving parenting behavior of infant's parents and infant's cognitive ability, also to promoting the comprehensive and healthy development of rural infants. In order to achieve such a research goal, this paper includes the following research contents:(1)A description of the current parenting behaviors of parents in rural areas;(2)Analysis of infant's cognitive ability and athletic ability development and its related influencing factors;(3)Assessing whether the nurse teacher household intervention improves the parenting behavior of infant's parents;(4)Assessing wheather the nurse teacher household intervention has impact on the infant's cognitive ability and athletic ability development. The main conclusions of this study are as follows:(1)In rural areas, only a few of the infants' parents are playing games, singing or playing other parent-child activities with children, and almost no parents are doing some reading, reading with story books or other parent-child reading activities with children;(2)The situation of infants development in rural areas is not optimistic. The level of rural infants' cognitive ability development is generally low, most of the infants' mental development is in a slow and lagging stage.and The level of infant's cognitive ability development began to showed a declining trend with the increase of infant's months age.But the level of their athletic ability development is generally high, higher than the average normal level;(3)The birth order of infant, the education years of infant mother, whether to accept the nutrition package, whether to accept social assistance for the low-income families and the distance from the village committee and so on have a certain impact on the development of infant's intelligence;(4)The intervention can significantly improve the parenting behavior of infant's parents and significantly improve the ratio of parent-child activities and parent-child reading activities;(5)The intervention can promote the level of infant's cognitive ability development and also have a positive impact on the intelligence development of infants.Based on the above conclusions, this paper puts forward the following suggestions:(1)To provide the necessary parenting knowledge training for infants' parents, they can learn more scientific knowledge about feeding and parenting the infants;(2)Increaseing the investment of 0-3 infants early childhood development and attention to the importance of the early childhood development;(3)Broaden the scope of the nurse teacher household intervention, and on the basis of this we will explor a better intervention mode to improve parenting behavior of infant's parents.
