| Promoting the homogeneous development of “education equality” and “education quality” in basic education is the two prominent themes for current and future world educational reform.Although hot topics that each group concerns various across historical evolution,the time period and scope of coverages are constantly expand.In recent years,the British government has launched cooperative educational programme especially by “Federation of Schools Programme” to solve unbalanced contradiction in basic education.The research consists of five parts: the first part mainly illustrates the origin and significance of study,as well as defining the core concepts.Based on the relevant materials have been collated,this study adopts three research methods including literature data,policy research and comparative research.The second part reviews the background and evolution of “Federation”,a policy which is not only influenced by the wave of equity of basic education among the whole world,but also deeply rooted in the development of new comprehensive social changes in the UK.The third part systematically elaborated the operational mechanism of “Federation”.From the perspective of educational equity,the study draws upon the expertise from Torsten Husen,McMahon’s fairness theory,and analyzes the policy in terms of goals,procedures,administrative structures and safeguard system.The first three parts of the study cover the problems of “what is the Federation” and “how it operates”,while the fourth part clarifies the effectiveness and challenges of “Federation”.Through analyzing with specific examples,this paragraph highlights the realistic contradiction in high-level equality in basic education,and applies the discrepant high-level fairness as a new idea and guideline for the future development in basic education.The ultimate goal of comparative education research is to seek experience based on the other country’s excellent educational reforms.And therefore,the last part of this research has returned to the “Group Developing Plan” in China,through the current confusion and problems have founded in this practice,we will sum up experiences from UK’s “Federation of Schools Programme” which are beneficial to our country’s educational revolution. |
