Social justice is the eternal value pursuit of human society .Educational equality which is the embodiment and extension of social justice ,is the foundation of social stability ,harmony .Since the founding of our country ,the education career has made remarkable achievements on the basis of economic development .However ,Issues on educational equality have become increasingly prominent ,especially on basic education equality in rural areas which has become the bottleneck of building a new socialist countryside and thus affected the development of the whole society .Due to urban-rural dual system, the lack of state investment in education and regional unbalance of economic development ,There is a huge gap between the rural and urban basic education .Poverty in rural basic education deprives many children of their education opportunities ,it also suppresses rural children's gifts and talents ,it weakens the fair chance of the rural children to compete in society ,it hinders the implementation of nine-year compulsory education and it will ultimately lead to vicious cycle in which poor rural areas become poorer .Analyzing the present situation of rural basic education ,Exploring the causes of constraints of the development of rural basic education ,And studying approaches to solve this problem ,are of great significance for the achievement of educational equality ,Ensuring of the normal functioning and building a harmonious socialist society.The paper consists of three sections. The first section overviews the development of basic education in rural areas since the founding of our country ,exploring the historic origins of the unfairness in rural basic education. The second section conducts an in-depth analysis of the current unfair situation of rural basic education from the aspects of educational starting point ,Process and result and so on. In addition ,this section analyzes the underlying causes from the perspectives of policy economy,ideology and management. The third section combining the experiences of balanced development of rural basic education in America ,and explores the ways to solve the problems of China's rural basic education at different angles of idea ,mechanism, management and reform. The paper aims to attract the concern of the whole society to work together to support the development of basic education in rural areas. And only by this can the equality of rural basic education be achieved .
