In Germany,the PISA test was defeated in 2000.The reading ability of 15-yearold middle school students has not reached the average level in OECD countries.In addition,the reading literacy and reading habits of German adults have gradually declined.On the basis of the existing literacy campaign and reading promotion campaign,the German government began to shift the focus of promoting reading ability to the lower age group.Since 2006,Germany has taken the first step in reading enlightenment education for preschool children.Over the past ten years,many projects have been implemented under the advocacy of all levels of government and the concerted efforts of all sectors of the community.Although long-term results have yet to be tested,short-term projects have remarkable features.This study mainly uses the literature analysis method and case analysis method to extract and collate the first-hand information of German reading enlightenment education activities.The theme discussed is the practical level and core characteristics of preschool children's reading enlightenment education in Germany.First,in the second chapter,we reviewed the background of the pre-school children's reading enlightenment education in the world in the past 20 years,and introduced the pioneer projects of the United Kingdom and the United States.Then the third chapter begins to explore how Germany is developing preschool reading enlightenment education.Chapter 4 presents a panorama of reading enlightenment education in Germany from the town to the federal state and then to the federal level.The town case presents the first reading enlightenment project in Germany.The analysis of a large number of practical cases in the federal can be seen in the basics of reading education in Germany.The model and the level of practice,the federal level project shows the macro layout of Germany in this regard.Chapter 5 takes the practice subjects in many cases as the starting point,classifies and analyzes the characteristics and limitations of family,libraries,kindergartens,and other social institutions as subjects of reading enlightenment practice,and discovers the unique and indispensable role in different project forms: parents.After analysis,three core characteristics of preschool children's reading enlightenment education in Germany can be drawn.First of all,the key of German preschool children's reading enlightenment education is the family,and libraries,kindergartens,and other social institutions all provide supplementary benefits.When the object of education is young preschool children,any educational institution cannot substitute for the status of family education.Educational policy makers cannot ignore the natural duties of parents as the first teachers of children.Second,German society has high recognition of reading enlightenment education.From the government to the people,the power of participation is very diversified,and the reading education of enlightenment complements the rich cultural heritage of Germany.Finally,the German reading enlightenment has a positive effect on the issue of education equity.Relevant policies and projects have had the greatest effect on vulnerable families,which effectively bridges the gap in literacy levels among school-age children due to their different family backgrounds,and in a sense promotes a fair starting point for education.
