In the West of Chinese Guangxi Province, the tour resources are very rich and easy in combination and promotion with special characters and stronger integration feasibility. So the potential of tour business in the West Guangxi is huge with an extensive foreground. Headed by the Tour Bureau of Baise City, based on the rare mountain and elegant waters of the West Guangxi, targeted on enhancing and developing local tour business to create new brand Guixi Tour, tasked on promoting the local tour industry, West Guangxi Tour Alliance is a cooperated organization to upgrade local tour industry by attracting tourists to visit West Guangxi through combining all relevant resources such as the sceneries, hotels, restaurants, tour agencies, tour transportation and supermarkets, and cubic market advertisements. However, tour alliance is just in the period of theory research and practice exploring no matter in China or the oversea.This article has established a business system which is fit to West Guangxi Tour Alliance through analysis of Management&Market Theory and related data and actual cases. Although the Alliance has relationship with government resources, private investments, private assets and national assets like land, which has not been researched in detail, the article mainly focuses on the management and market strategy. West Guangxi Tour Alliance has been regarded as an independent economic unit to be researched in Management&Market Strategy in the article.The main research fruits are as following:1) Through analysis of the current status of West Guangxi Tour Alliance and investigation in market, the main problems and challenges have been found.2) The STP Strategy of West Guangxi Tour Alliance has been made.3) The Management&Market Strategy including Product Strategy, Price Strategy, Market Network Strategy, Sales Promotion Strategy, Customer Strategy, Cost Strategy, Convenience Strategy and Communication Strategy has been made.4) The guarantee to implement the Management&Market Strategy efficiently has been presented.
