With more and more rapid development of urbanization in China,land demand for urban construction is growing accordingly.New construction land quota is in great shortage,which forms a bottleneck for developing China's social and economic development.However,extensive utilization and idle land in very common in rural area of China,which will inevitably influence effective utilization of land sources of both urban and rural areas and achievement of the goal to protect arable land.Based on the aforementioned circumstance,the institution of linking the increase in land used for urban construction with the decrease in land used for rural construction(LIDL)is put forwarded accordingly.Firstly,statement and analysis on the study of some aspects such as expansion of urban and rural construction land,Rural residential land consolidation and increase and decrease linking etc.,which was conducted by some scholars at home and abroad,has been given in this thesis.Secondly,using the planning target and gray series model to predict the scale of demand Tongshan County township of urban construction land.Theoretical potential of rural residential land consolidation within planning period in Tongshan County is forecasted by using per capital index method,based on the above;analyze the balance of supply and demand of urban construction land within planning period.Establish index model for linking of Urban Construction Land Increase and Rural Residential Land Decrease.The whole Tongshan County can be divided into:capacity shortage area,capacity abundance area,and relatively equalization area.The article used the average annual growth of construction land proportion method,ratio method,method of GDP to analyze integrated urban and rural construction land increase or decrease hook land layout.The folllowing conclusions can be drawn from this thesis:Firstly,it is indicated from the study of demand quantity for urban construction land that land quantity used for urban construction in Tongshan County recently(2011-2015)is 272.98 hectare and demand quantity of linking is 187.72 hectare.Demand quantity for urban construction land that land quantity used for urban construction in Tongshan County in coming future(2016-2020)will be 455.02 hectare and demand quantity of linking will be 312.41 hectare.In follow the principle of difference and progressive,on the basis of the study area of urban and rural construction land increase or decrease hook supply ability analysis,the result shows:Tongshan County rural construction land in the near future and long-term potential of 298.02 hectares and 225.41 hectares respectively.Secondly,it is indicated from the study of the layout of linking of UrbanConstruction Land Increase and Rural Residential Land Decrease and district study that demand areas for linking of urban and rural construction land are mainly Tongyang,Cikou,Jiu Gongshan,Yang Fanglin,Dafan etc.While supply areas for linking of urban and rural construction land are mainly Chuangwang,Xiapu,Yansha,Honggang,Daluetc.To adjust effectively imbalance of linking capacity of each town and achieve overall development of the whole county,supply areas shall be initiative to meet requirement of the demand areas for the index.Thirdly,this article uses the average annual growth of construction land proportion method,the percentage of population,the percentage of GDP,on the basis of the Tongshan county linking of Urban Construction Land Increase and Rural Residential Land Decrease indicators conprehensive assigned to each township,points short and longterm planned to the most needed areas in a phased manner,improve the efficiency of the use of land resources,promote the county the harmonious development of social economy.Finally,regarding some problems about the study in this thesis,related discussion and expectancy is also involved accordingly.Meantime,a conclusion is drawn that Tongshan County is in urgent need of urban construction land within planning period.Tongshan County shall focus more attention on promotion of work for linking of Urban Construction Land Increase and Rural Residential Land Decrease,by which a strong and consolidated land guarantee will be ready for continuous and healthy development of social economy and achievement of the goal of urbanization of the whole county.
