The Research On The Policies For The Development Of Tourism Urbanization In Heilongjiang Province

Outline of the Twelfth Five Year Plan, Northeast Revitalization Twelfth Five Year Plan, The new-type urbanization state plan (2014-2020) and The Third Plenary Session of the18Report, putting forward the development strategy of the construction of the new-type urbanization clearly, achieving common development of both cities and villages, ecological harmony livable and strengthening development of industry. In recent years. Heilongjiang Province has made remarkable achievements in promoting the development of urbanization and promoting economic development. But the development level and the growth rate are relatively low. Severely restricting the construction of urbanization in Heilongjiang Province because of regional development in the province is unbalanced and lacking rural economic growth point. Heilongjiang provincial government proposed development plan by building trade development zone, habitat conservation area and tourism development zone. It has important strategic significance for Heilongjiang Province to promote new-type urbanization construction by tourist resources and geographical advantages. It is conducive to promote regional common development, economic growth and internal and external exchanges and cooperation.Through defining the basic concepts of tourism urbanization and combining research status at home and abroad, putting forward theoretical basis such as Small Town Construction Theory, Urban and Rural Integration Theory, Sustainable Development Theory and Growth Pole Theory in the research on the construction of tourism urbanization in Heilongjiang Province. Through the description and analysis of the basic situation and current policy of the tourism urbanization in Heilongjiang Province, and analysing the correlation between the new-type urbanization level of Heilongjiang Province and the total income of the tourism by SPSS software. Clearly there is a significant positive correlation between both of them. The internal and external environment of the tourism urbanization development of Heilongjiang Province is analyzed by SWOT analysis. Combined with the existing policies of Heilongjiang Province, reveals the existing problems, such as economic structure and industrial policy is unreasonable. social policy function has not been effectively played and the science-education-culture-health policy is difficult to meet the needs. And summarized the cause of the above problems from three aspects of economic reasons, social reasons and natural causes briefly. Based on the analysis of the successful tourism urbanization case in China and abroad such as Las Vegas, Kyrgyzstan, Manaus, Lijiang in Yunnan Province, Changbai Mountain in Jilin Province, and Zhangjiajie in Hunan Province. Summarized four points of experience:respecting the market mechanism in the process of policy play, policymakers should consider the ecological factors and social factors, in the implementation of the policy process should focus on quality local conditions and the policy should rely on local resources and divided into stages. Then putting forward rationalization proposals for the tourism urbanization of Heilongjiang Province from economic and industrial policies, social policies and science-education-culture-health policies. The economic and industrial policies include industrial policy of improving the proportion of tourism industry, financial policy of expanding the financial support, the establishment of incentive and significant tax policy, financial policies of creating a good investment environment. The social policies include infrastructure construction policy for connecting tourism nodes, deepen the foreign exchange of tourism cooperation policy, properly pragmatic urbanization population employment policy, the social security policy adapted to the needs of tourism urbanization, the environmental protection policy for protecting ecological security. The science-education-culture-health policies include strengthen the relevant personnel training and technology policy, the education policy for improving the quality of tourism urbanization, the cultural policy for servicing tourism urbanization and establishing the health policy of prevention and control.
