With the development of urbanization in our country, urban infrastructure construction is facing the urgent requirements of rapid development. The government is faced with huge pressure of urban construction financing, the financing model of land directional reserve which is a new financing method combining city major infrastructure construction and land reserve mechanism, However, the choice of directional reserve land is a key link in implementing the model, so making a study on how to choose reasonable reserve land has the important meaning of theory and practice on achieving the goals of infrastructure projects.The financing mechanism of land directional reserve model is studied in this thesis, which expounded the land selection steps in this mode. The first is to choice the land location, and the indicator of land use efficiency is introduced to reflect the comprehensive location of the land, using data envelopment analysis method and Malmquist index to build the appraisal model of urban land use efficiency, calculating and evaluating the land use static and dynamic efficiency, to fully reflect the regional land economic output, and help us make correct options of the land location. And then the selection of the specific reserve land, using the theory of grey prediction to improve the benchmark land price coefficient adjustment method, the paper build GM(1, 1) prediction model to predict the future of land price index, which adjust the benchmark land price to predict future remising price of reserved land lot, so as to calculate the profit of specific land in the future, the predicted results can provide the basis and reference for selecting specific reserve land.The financing model of land directional reserve is new, in this model, the study on how to select reasonable land location and predict future remising price of reserved land lot, provide quantitative support and tools for the government to make decision and management to promote the improvement of the innovation financing model of urban infrastructure construction.
