Though there has been some development in indemnificatory housing, the overall size failed to meet the demand of low-income people for housing. Especially, the supply of public rental housing is far from meeting the increasing demand of rental housing. In order to further solve the housing demand problem of the swelling "sandwich layer" crowd and strengthen the construction of public rental housing, the government will unify the low-rent housing and public rental housing programs, and actively exploit the source of public rental housing. The supply of land in urban areas, however, is relatively tight, causing the size of the newly constructed public housing to be limited to a large extent. Meanwhile, urban residents’ private house ownership and multi-houses ownership have both increased a lot, combined with urban house demolition and reconstruction in the process of the housing reform, all these lead to increasing housing vacancy rate. Then can we take advantage of those private unoccupied houses, integrating the private rental housing market with the public housing system, promoting the integration of urban public and private rental housing markets?Taking this problem into consideration, we sets up the evolutionary game model between the government and the private housing owners, trying to find the way to promote the integration of urban public and private rental housing markets. This paper theoretically analyzes the replicator dynamics, evolutionary stable strategies of both groups, and the stability of evolutionary game system. The result shows that when compensation given to the private by the government is lower, and punishment to the malicious behavior of resisting government guidance is lighter, the private will not choose to accept the government’s guidance in order to protect their own interests; When the government estimates that the administrative cost of negotiations which could lead to the private accepting the suggestion of rental housing cooperation is high, and the social benefit resulting from the integration of urban rental housing markets is low, it will lose enthusiasm about guiding the private participation in cooperation or even give it up. To make sure that both the government and the private could participate in the cooperation, on the one hand, the government needs to establish a reasonable standard of allowance, and inflict heavier punishment on the behavior of malicious noncooperation, on the other hand, the government should reduce the opportunity cost of direct negotiations, fully estimating the social benefits of cooperation, fully implementing the collection of rental housing sources, promoting integration of public housing markets and private rental housing market.
