An Analysis Of Formation Mechanism And Governance Of Evil Forces In The Process Of Land Acquisition And Housing Demolition

Urbanization is one of the important issues in C hina. With rapidly urbanization advancing, more and more farmland become into non-agricultural land. Under the institutional arrangements of land collective ownership, the main way to transform rural land into non-agricultural use is local government use administrative means to achieve land acquisition and housing demolition. Therefore, areas of land acquisition and housing demolition which generate great interests become the main place land conflicts erupted. However, due to the lack of an open and transparent land acquisition program and a strong need to ensure the project landed, the phenomenon of evil forces intervening into land acquisition and housing demolition areas appeared. The intervention of evil forces in the process of land acquisition and housing demolition has seriously harmed farmers' interests and induced social contradictions and land conflicts, which further makes land conflicts more complicated and acute. Therefore, it is of great significance to maintain the basic rights of landless farmers and guarantee the smooth progress of urbanization that clarify the intervening path of evil forces, explore the internal mechanism of its generation in the field of land acquisition, analyze the behavioral characteristics and social harm of evil forces, search for efficient ways to curb the evil forces' intervention.Some domestic scholars studied behaviors and social influences of evil forces from the perspective of rural governance. It is difficult to discuss the inter mechanism of how evil forces involved into rural governance through case study. In the process of land acquisition and housing demolition, it has provided new perspective and moment to further observe behaviors and intervening paths of evil forces that the industrial and commercial capital intensively input into the rural society. Firstly, according to the survey of land acquisition and housing demolition in district H, this paper found that the behaviors of evil forces show the similar characteristics of compulsory, secretive, dependent, penetrative and predatory. Secondly, combined with the evolution of working mechanism of land acquisition, it found that evil forces have stepped in the field of land acquisition and housing demolition mainly from three sides of grassroots formal governance, rural self- governance and industrial and commercial capital. Thirdly, based on the detailed case study, this paper discussed the internal mechanism of evil forces' intervention in land acquisition from the institutional, economic and social respects. The distorted functions of grassroots government and deficiency of rural governance subjects jointly provide institutional space for evil forces' intervention, economic interests intensively being into rural society is an important reason of evil forces' intervention, meanwhile, due to the dilemma of collective action of farmers, the acts of evil forces are difficult to be supervised and punished. Therefore, in order to restrain evil forces' intervention, Chinese government should firstly perfection functions of grassroots government, improve the ability of rural governance, standardize the procedures of land acquisition and housing demolition, and strengthen farmers' supervision.
