A Study On The Beautiful Village Construction Of Sangzi Dian Town In Tianqiao District

Since the Central Document No.1 “Several opinions on accelerating the development of modern agriculture and further enhancing the vitality of rural development” published in 2013,the beautiful countryside has been formally implemented as a central decision.The Nineteenth National Congress Report raised the purposes of accelerating the implementation of the strategy of rural revitalization,upholding the priority of agricultural and rural development,in accordance with the general requirements of industrial prosperity,ecological livability,rural civilization,effective governance,and a prosperous life,establishing a sound institutional mechanism and policy system for the integration of urban and rural development,and accelerating the modernization of agriculture and rural areas.The construction of beautiful countryside in the context of a new era needs new requirements.In recent years,Shandong Province,Jinan City and Tianqiao District have carried out the Central Government's decisions and deployments on the construction of beautiful villages and have successively issued a series of documents in light of the situation of the province and the city,and proposed the construction of beautiful countryside from the perspective of provinces,cities and districts.Since 2014,Sangzi Dian town has implemented the decisionmaking and deployment of the beautiful countryside policies published by the central government,province,city,and district and has achieved certain achievements by various methods such as strengthening organizational leadership,standardizing project management,comprehensive environmental management,and creating classified guides.We have defined the basic concepts of beautiful villages and villages in the project of beautiful villages construction,and elaborated the theories of sustainable rural development,rural ecological civilization construction,agricultural versatility and other beautiful rural construction.We have adopted literature research,comparative analysis,and field work to analyze the practice of construction of the beautiful villages in Sangzi Dian town of Tianqiao District,and further detailed elaborated and analyzed by three typical rural villages construction including Liumiao Village,Blacksmith Village,and Xinzhuang Village in Sangzi Dian town.Besides we have summarized the measures and results of the beautiful villages construction and further analyzed a series of questions including insufficient planning features,outstanding funding shortages,lack of industrial development,and the quality and consciousness of farmers needed to be improved.We have drew experiences and inspiration by analyzing relevant cases of beautiful villages construction in and out of the country,and proposed targeted actions including full use of planning,focusing on integration and raising projects funding,optimization of industry promotion,emphasis on improving the quality and awareness of farmers,and establishing a sound management and protection system in the later period in response to problems in the construction of beautiful rural villages in Sangzi Dian town of Tianqiao District.We sincerely hope to assist the construction of beautiful villages in Sangzi Dian town of Tianqiao District and promote the construction of beautiful villages in other places.
