Study On The Construction Of Beautiful And Livable Village Of Yuxi City,Yunnan Province

The report of the 19th National Congress of the CPC focused on the rural revitalization strategy and the general requirements of "prosperous industry,ecological livability,rural civilization,effective governance,and prosperous life ",and comprehensively upgraded the speed of agricultural modernization.The 18th National Congress of the CPC also placed beautiful China in an important position.It was pointed out that the key point and difficulty in building a beautiful China lies in the rural areas.These proposals are gradually being transformed into actual policies,and being significant guiding roles for the construction of beautiful and livable villages.In March 2016,Hongta District of Yuxi City launched a beautiful and livable village construction operation,and the Yanhe Sub-District intervened in the overall pattern of village construction through policy intervention.This paper takes the process of the construction of beautiful and livable villages in Hongta District as an example,from the perspective of a grassroots office stuff,comprehensively analyzing on the policy objectives,policy content,policy implementation body and structure,policy implementation process,policy effectiveness and policy evaluation.Firstly,using the literature method,extensively consulted relevant domestic and foreign literatures,further collected the theoretical basis of problems and countermeasures,defined the concept of beautiful and livable village construction,and elaborated the theory of new public service,the theory of urban-rural integration,The theory of sustainable development.Secondly,the methods of field investigation and case analysis were used in this thesis to analyze the specific case of Yanhe Sub-District,including the basic situation and overall construction progress,combining the interview of residents from streets,communities,group cadres and participating households,to sum up the practical problems existing in the process of construction.Then,the author used the comparative analysis method to compare the successful models both at home and abroad,summed up the theoretical and practical methods that can be used for reference to guide the research and construction of beautiful and livable villages.Lastly,from the view of reshaping the new public service concept of public management,the author found a way of improving beautiful and livable village construction of Yanhe Sub-District,which is by effectively improving the level of public services,building a new multi-supply model,strengthening the endogenous development dynamics.
