With the revolution of the housing system and the rise of living standard in China,the residential environment and living condition get improved.However,in the meanwhile,with the increase of the price of commodities and properties,gap of wealth gets larger gradually,which causes that the rich becomes richer while the poor become poorer.In order to solve the housing problems of low-income families in China,the government has issued a series of housing security policies,including:low rent housing policy,affordable housing policy and public rental housing policy.However,due to the short development time of the housing security system in our country,many problems have been encountered in the implementation process.In this paper,the system of public rental housing were in-depth study,through the analysis of the problems encountered in the development,the corresponding strategies are discussed,provides the governmentcorresponding suggestions for the implementation of housing policy,has important significance to solve the housing problem of the low income population in China.This paper deeply studies the implementation status of public rental housing policy of Qingshan District,Wuhan,survey the Qingheju public housing project,the investment amount,construction mode,access conditions,rent and other aspects of the investigation.Finally summarized the several problems appeared in the process of the implementation of the Castle Peak area of public rental housing policy,including construction funds shortage,general site is far,building volume is too large,entry qualification too surface,exit link was ignored,rent received degrees lower than expected and.In order to explore the corresponding solutions,this paper discusses the reasons for the above problems.Through the research,we found that the reasons for the emergence of above 5 problems include:single channel of funds for construction of public rental housing,the government "agents",lack of unified information access platform,exit management mechanism is not perfect,the lack of sufficient rental pricing research.In view of the above problems and causes,the author puts forward the following five suggestions to solve the problems appealed during the implementation of public housing policy:the first is to broaden the financing channels to solve the problem of lack of funds for construction;the second is to strengthen the public interest,to standardize government behavior in location;the third is the establishment of multi linkage information platform;the fourth is to improve public rental housing management mechanism;the fifth is the integration of local economic development and public housing residents setting rents.
