Public rental housing is an important part of affordable housing system,to realize the housing security system and to complete the protected project construction.The construction and the late management of the public rental housing is the key factor for the sustainable development of the public housing projects.But now the discussion of how to govern it is very rare.The Beijing municipal government always pay high attention to the housing security.Since 2009 introduced <Beijing public rental housing management approach(trial)>(Beijing built live [2009] no.525)and so on to stipulate the public rental housing.With the development of nearly ten years,the construction management of public rental housing in Beijing has been effective,but there are still some problems in the actual operation.In the paper,through the method of the field questionnaire survey analysis that there are some problems in the system of public rental housing,access audit and compulsory withdrawal difficult,rent collection difficult,issues of social contradictions and so on.According to the problems,under the experience at home and abroad,combine the expert discussion and bibliographies,the paper puts forward some countermeasures to strengthen the management of public rental housing.Through four aspects including perfect the administrative system,supervise the using process,daily operation system,social conflict resolution to establish the city rental security system,strengthen access and audit together and regulatory platform,establish forced exit mechanism and pilot sale of public housing,establish public rental housing management standards and assessment mechanism,establish the list of public rental housing management units and strengthen the function of community public service and reduce the rent of the special people,and so on.In general,the government as the main body to build the public rental housing management organization,the disadvantages of the administrative management are well known,then,public rental housing communities should adopt which kind of structure and which management system involves a lot of problems.Around the above four aspects and strengthening management,to further enhance public housing in the late management level,improve the housing security system,promoting the harmonious development of society.
