Research On Regional Innovation Capability Evaluation And Promoting Strategies In Jiangxi Province

Improving regional innovation capability is the most significant way of deepening system reform in China currently.It also become the standards to evaluate difference of comprehensive competitiveness between regions.Nowadays,the evaluation of regional innovation capability mostly confined between countries or provinces but a shortage as to cities.As for Jiangxi to be the less developed regions in China relatively.To grasp the current state of regional innovation capability accurately and strengthen the scientific and technological abilities to drive it improving.It's the most important key to promote economic increasing rapidly and steadily,also the focus of current research.The text summarize the theory in related notion,structure and mechanism of regional innovation ability.Combining the characteristics and current status,in understanding and applying the theories,to construct a evaluation index system of regional innovation capability which is suitable for Jiangxi.In the longitudinal analysis between cities,first establish the panel data model of innovation input,technical communication,enterprise innovation,regional environment and innovation effect to the cities of Jiangxi from 2010 to 2014 for conducting the generalized principal component analysis to get the evaluation results respectively.Then using the hierarchical clustering method to make the results a rating.Finally in the lateral contrast in six provinces of central China by taking a reference to the existing evaluation results to have a comparison and figure out the gap between the other provinces to utilize the useful experiences.Research shows that the gap between cities of Jiangxi in regional innovation capability is obvious.The hierarchical clustering method turns the cities in four classification from excellent to bad.The main problem of regional innovation capability is the industrial structure far over a single that needs to transform into high-tech model urgently.Also the consciousness of sharing innovative resources is too weak and Jiangxi is lack of enough innovative communication with its neighboring provinces.So the scientific communication and technical exchange of Jiangxi is at a lower degree.For the main problems arose above,this paper aims to classify the separate analysis in the five aspects of regional innovation capacity,and thereby to resolve the defects of all the cities directly.So the more strength areas needs to give play to its advantages and diffusing technical level,scientific ability,innovative ability to make the whole level improve.At last,by taking the results of the analysis to offer practical advice and suggestions in improving regional innovation capability in the overall level and around the city level.
