With the development of economic globalization, competition among all countries, regions and enterprises are increasingly fierce. To promote the construction of independent innovation in our country, regional technological innovation capability, nowadays, has become a country or region to form a new ranking's important factor. How the various influencing factors affect the enhancement of regional innovation capability, there is still no unified conclusion. Therefore, Research the influencing factors of regional innovation capability in Liaoning Province, has important significance for different regions to make scientific countermeasures.Firstly, the paper reviews the regional innovative capacity literatures of home and abroad, and explains the theoretical basis of innovation system theory including theory of regional innovation system and regional innovation capability ,Secondly, the paper explains the method of regional innovation capability,The demonstration part of the paper mainly conducts the research taking of regional innovation capability in LiaoNing Province as the example. Based on the valuable methods of experienced person, the paper establishes a competitiveness evaluation system of regional innovation capability, including knowledge creation ability, knowledge flow capacity, innovative environment, enterprise technology innovation ability, and innovative economic performance, comprehensively reflects the regional innovation capability status and potential. The paper uses factor analysis to go on research of estimating the 14 counties of LiaoNing Province, and calculates the scores of regional innovation capability. From the longitudinal comparison, it reflects the unevenness of regional innovation capability between LiaoNing Province and the other of the Northeast Province, from the Horizontal comparison, it reveals strength and weakness of between LiaoNing Province and the other of the Northeast Province .Then the paper uses panel-data model to deeply analyze the impact factors of regional innovation capability in Liaoning Province. Finally the paper puts forward corresponding policy and advices for promoting the regional innovation capability in Liaoning to help for the regional innovation capability in Liaoning development.
