From 2011 to 2014, overall development situation of China nonferrous metals industry is stable, ten kinds of non-ferrous metal production increased year by year, always keep the first position in the world. Above scale enterprises operating income is growing steadily, but the total profit has not increased but decreased, especially nonferrous mining industry and smelting industry upstream industry, corporate profits decline year by year, but the nonferrous metal rolling processing industry has maintained relatively stable profitability.During "The 13th five" period, the upgrade has become an inevitable economic transition of our country; economic growth by high speed growth to the new normal in high growth is also a consensus from all walks of life. The economic growth rate of decline is bound to lead to a slowdown in demand for non-ferrous metals. Under this background, through the system internal and external strategic environment analysis of the CH company, a large state-owned nonferrous enterprisesh, so long time of development, enterprise scale, have a certain competitiveness of the industry's, combined with the enterprise's superiority and the insufficiency, planning a science feasible path is essential for the sustainable development of enterprises, for enterprises of more than 10000 the worker's life security, but also the premise and increase the value of state-owned assets invigorated.This article has carried system analysis on China's nonferrous metal industry background, the domestic and foreign strategic research theory, the present situation and development trend of enterprise strategy and enterprise strategic management theory, the development present situation of CH company, conducted a comprehensive scan in the external strategic environment of enterprises using PEST analysis method. Combining with the SWOT tool comprehensive analysis on the internal and external strategic environment the objective of the CH company, scientifically and Objectively carried on the system analysis and research on strategic positioning, guiding ideology, principle of development, core competitiveness, strategic objectives, major tasks, investment and financing, resource planning, capacity planning and financial planning core content in "The 13th five year plan" period. Put forward that the CH company stick the development ideas of strategy of quality development, actively develop domestic and American, conditionly develop other Asian countries, selectively develop Africa priority development, uphold the colored, release upstream, mine middle reaches, stimulate the release of mining downstream, rational pluralism, consolidate the domestic, expand overseas, develop on both scale and specialization, and the strategic orientation of high qualityand high yield mainly to lead and zinc international nonferrous enterprises.
