Poverty is a major problem afflicting humankind. Anti-poverty efforts around the world have never stopped. After almost 40 years' reform and opening up, due to the continued rapid economic growth, China has achieved remarkable results in poverty reduction. The number of poor has got a significant reduction and the depth of poverty has been improved. However, China's poverty reduction is slowing down,poverty alleviation has now entered the sprint stage. As one of the most poverty-hit areas in western China, the fundamental problem which limits the poor getting rid of poverty- weak industrial base, slow development- has not been completely resolved in Gansu Province. What's more, the regional poverty remains highlighted and the poor lack of development capacity. The poverty alleviation has a long way to go.Firstly, on the basis of existing research, this article summarized the impact mechanism of three industrial growth on poverty reduction, elaborated the interaction relationship between the impact mechanism of three industries on poverty. Combined with the characteristics of each industry, we analyzed how the growth of various industries impact poverty.Secondly, we analyzed the trends of the growth of three industries and rural poverty in Gansu Province. According to the poverty, we classified 12 cities(states)into two categories. We empirical tested the poverty reduction effects of three industry growth by using the panel data, drew the following important conclusions :the growths of three industries helps to reduce poverty, and their effects vary;agriculture has the greatest poverty reduction effect, followed by the financial sector,industrial poverty reduction effect can not be ignored, animal husbandry has the smallest poverty reduction effect; in developed regions, the growth of first industry has the largest poverty reduction effect, followed by the tertiary industry, secondary industry minimum, while in the more backward regions, the growth of tertiary industry has the largest poverty reduction effect, the second one is primary industry,secondary industry is the last one.Finally, based on the empirical analysis and the actual situation, we put forward some recommendations worth considering to formulate industrial pro-poor policies in Gansu Province.
