| With the completion of the task of poverty alleviation,the absolute poverty of thousands of years has been completely eradicated in China,and we will usher in an era of centralized management of relative poverty.The premise of relative poverty governance is to carry out scientific and accurate measurement of relative poverty.Taking household income as a single measure of poverty is no longer suitable for the current development situation.In view of the complexity and diversity of relative poverty,a more accurate targeting mechanism for poverty measurement is needed.The theory of "feasible capacity" proposed by Nobel Prize winner Amartia Sen provides a new perspective for the measurement of relative poverty.He believes that poverty is the deprivation of people’s basic feasible capacity.Because people are deprived of the ability to access multidimensional social resources such as education,employment and health care,they fall into multidimensional poverty.On the basis of this theory,many methods of multidimensional poverty measurement were established,among which the multidimensional poverty measurement method developed by Alkire and Foeter was the most well-known.The research entry point of this paper is to use A-F multidimensional poverty measurement method to explore the poverty reduction effect of Y town,in order to find A reliable method for the management of relative poverty in Y town.In order to achieve the above goals,this paper puts forward the main research questions: First,after 2020,what aspects should be started to measure and evaluate the poverty reduction effect of Y town;The second is the accuracy and sensitivity of the measurement evaluation results;The third is how to optimize the method.The specific research path is as follows: Based on the relevant data of the people lifted out of poverty by the end of 2020 in Y Town,from the aspects of income,social development,living environment and township governance,8 indicators such as income,employment,production,housing and satisfaction are selected to measure multidimensional poverty using the A-F method,and the multidimensional poverty index and the contribution rate of various indicators are obtained.In order to verify the accuracy of the measurement results,the data for2022 were cited for comparative analysis.The research finds that in 2020,the poverty-stricken population in Y Town will have relative poverty in employment,income increase and education,and as time goes on,people’s dependence on these aspects will gradually decrease,instead,there will be an increasing demand for high-quality employment,education and other aspects.These more advanced demands indicate people’s pursuit of higher quality of life.It is confirmed that the effect of poverty alleviation in Y Town is remarkable and the results are high quality.At the same time,the accuracy of the multidimensional poverty measurement method is verified,and it is proved that the multidimensional poverty measurement method has high applicability and sensitivity in a certain range,and can be used as a method to measure the poverty reduction effect and identify the poverty dimension.Finally,based on the reliability of the measurement results,this paper puts forward some policy suggestions,such as strengthening the anti-relapse monitoring by using multidimensional poverty measurement methods,and putting forward the prospect of enriching the measurement index system at the macro level. |
