As a starting point of comprehensive rural reform, the rural tax reform has achieved some goals, but it is still in the early stages of the reform, therefore there are many problems to be solved. Hence, the need to further promote the comprehensive rural reform has crucial practical significance and far-reaching historical significance to the new period of comprehensive rural reform. This study also has important theoretical and practical value. After reviewing pre-history of the rural tax reform and comprehensive rural reform, we find that even though the comprehensive rural reform has entered a new stage, "sector boundary " issue and " fragmentation " issue are still difficult to eliminate; fragmentation in the financial system running throughout the township and administrative system is still a very prominent problem between departments. Elements between departments have not yet been allocated according to the market and barrier-free circulated.As a systematic and substantive system, comprehensive rural reform shall start with public finance, and then analyze from perspective of the departments cooperation and the distribution of benefits using the basic idea of holistic governance for reference. Changing the fragmentation status, establishing a reasonable financial management system, improving financial budget funds in comprehensive rural reform through the innovation of financial funds allocated and mode of operation, in order to explore more effective rural public goods supply mechanism, correctly handle the relations between various kinds of interests. Combining macro-levcl institutional coordination, meso-level local government resources with micro-level grass-root organizations helps to achieve the goal of effective integration of the resources and department cooperation.
