Science and technology innovation is the most important content and symbol of a country or a region's overall power,development of each country or region's economic and social increasingly rely on technology innovation.There is no doubt that increasing R&D input is an effective way to increase the output of science and technology,but improving R&D input-output performance is fundamental to strengthening a nation's or region's competitiveness science and technology.Under the guidance of national strategy for the implementation of innovation-driven development,society's increasing emphasis on R&D investment performance and its input performance contribution to the social and economic development.In recent years,the R&D investment performance of Gansu province has greatly improved than past in general,states and prefectures of Gansu province are difference in R&D investment performance.Therefore,how to improve the municipal R&D investment performance,promoting social harmony and region balance,accelerating transformation of economic development pattern is a great theoretical and practical significance.For the scientific evaluation of R&D investment performance,constructing reasonable index system and selecting appropriate methods and evaluation models is also essential.This paper summarizes basic theories and related literature of R&D performance evaluation,analyzes overseas and domestic research status,and points out the inadequacies of existing research.Combined with the results of existing literature,according to 14 states and prefectures of Gansu province's data between 2012 and 2014,this paper applied Cluster Analysis,Correlation Analysis and Standard Deviation Coefficient to construct regional index system for R&D investment performance evaluation.Through comparison and analysis of commonly used methods that applied in performance evaluation,this thesis finally chose multivariate statistical analysis and Data Envelopment Analysis(DEA).And according with the time lag between R&D input and output,it constructs a relational network DEA model,the R&D input-output's processes is decomposed in two sub-processes and corresponding index system formulated.Finally,by utilizing evaluation methods,model and index system mentioned above,this paper analyzed the R&D activities' performance of 14 states for Gansu province,made assessment and compared results obtained from different methods.Apart from that,based on the evaluation results,it put forward promoting R&D input performance suggestions.
