Farmland directly relates to social stability,sustainable development of economic and national food safety.It plays a very important strategic role.It's one of the most valuable natural resources.Since ancient times,Jiangxi province enjoys the nationwide reputation of "a land flowing with milk and honey",and "the source of green".The agricultural resources are abundant.The Poyang lake plain is one of the nine commodity grain bases in China.Due to the limitations of farmland resources,agricultural development should reasonably arrange the farmland use structure,develop the three tenors agriculture,improve utilization efficiency of farmland,and take the sustainable agricultural development road.Based data envelopment analysis method "DEA" and index of productivity"Malmquist",this paper analyzes the space-time difference of the farmland use efficiency in Jiangxi province from both scale of province and county.It explores the growth trend of farmland use efficiency in Jiangxi province from 2000-2013.It also reveals the characteristics of space and time in technical efficiency,pure efficiency and scale efficiency of Jiangxi province.We select the index of urbanization level,rural per capita net income,effective irrigated area rate and multiple crop to reveal the driving forces of changing farmland use efficiency.This paper analyzes the factors' contribution rate to farmland use efficiency based on Tobit model.Finally we propose some relevant policies and suggestions on how to improve the farmland use efficiency in Jiangxi province.We draw the following conclusions.DEA method is used to evaluate the farmland use efficiency of Jiangxi province from 2000-2013.Conclusion can be made that the farmland use efficiency is gradually reduced year by year.The average TFP index of farmland resource utilization is 1.003,which means using the TFP growth rate of 0.3%per year in Jiangxi province.Increasing farmland total factor productivity in Jiangxi province comes from technology progress.Jiangxi province needs not only further promotion in agricultural production technology,but also constantly improved production efficiency of technology.There is a sigma convergence in farmland use efficiency in Jiangxi province,which shows that the differences of cultivated land use efficiency between various regions in Jiangxi province will gradually narrowed over time,and will tend to be the same level in the end.From the county measure,the cultivated land use efficiency of 80 counties in Jiangxi province is not high.The mean value of farmland use efficiency is 0.859.Only three counties and cities have reached the production frontier.Lower farmland pure technical efficiency leads to lower efficiency of integrated technology.Areas of farmland use efficiency effectively and efficiently are concentrated in the north-central part of Jiangxi.The counties and cities that near the north central region have better farmland use efficiency.Farmland use efficiency in the south of Jiangxi is the lowest.Through projection analysis on farmland use efficiency of 80 counties in Jiangxi,we found specific circumstances on input redundancy and output deficiency of various counties.Therefore,for the next step,these counties and cities is provided by a reasonable experience for drawing up a scale of expenditure with their actual conditions.We select the index of urbanization level,rural per capita net income,unit farmland agricultural machinery,per capita sown area,effective irrigated area rate and multiple crop to reveal the driving force of changing farmland use efficiency based on the Tobit model.It reveals the main factors affecting farmland use efficiency are urbanization level,rural per capita net income,unit farmland agricultural machinery,per capita sown area.Through the above analysis,we made policy recommendations to enhance the utilization efficiency of arable land in Jiangxi province.First,we must strengthen the degree of cultivated land intensive use,take advantage of "intensive" mode of production.Secondly,scientific and rational adjustment of input elements and stay productive farmland utilization efficiency.Finally,we need to develop biased priorities for different regions in Jiangxi characteristics of cultivated land protection policy.
