With the development of urbanization and industrialization procee in China, lacking of land has been a bottleneck for economic sustainable development. Nowadays the industrial parks are still expanding in developed region of China, such as Yangtze River Delta and Pearl River Delta. The phenomenon of high percentage of industrial land in urban land further intensifies so that large amount of rich farmland is invaded. Meanwhile industrial land in some districts is used in an extensive and low-efficiency manner. Therefore, it is very significant of promoting economic capacity of urban land and construction intensivism and economic society to study efficiency of industrial land and its influence factors.From the perspective of cost-and-profit relationship in economic efficiency, the efficiency evaluation methods corresponding to characteristics of industrial land were identified based on the analysis of common methods of efficiency evaluation. Moreover modeling procedure for DEA-oriented efficiency evaluation applied in industrial land was proposed. Taking Zhejiang province as a study target and its counties as investigation units. The efficiency of industrial land from 1996 to 2003 was measured and evaluated using DEA method in Zhejiang. The pure technology efficiency and the total scale efficiency value in each county were obtained. Thus total situation of efficiency of industrial land in Zhejiang was revealed. In the basis of measure of efficiency of industrial land, the scale efficiency value of industrial land in each county was separated which was grouped into city level. Region difference of scale efficiency of land among these cities was analysed. And then optimum scale of land efficiency in each city was obtained using analysis of efficiency loss. Adjustment advices for each input factor in each city were proposed. Finally regression analysis for influence factors of scale efficiency of land was performed in each city in Zhejiang province using Tobit model, which showed that capital input could improve scale efficiency of land and overlarge scale was a crucial factor of low efficiency. And different nature of land due to industrial difference was another factor. Efficiency value was little influenced by industrial added value and regional difference. Then corresponding strategic advices were proposed.This study shows that efficiency evaluation for industrial land based on DEA coupled with Tobit model is valid and efficient, not only does which evaluate land scale efficiency, pure technology efficiency and total scale efficiency, but can analyse influence factors in a deeper level. Evaluation model and procedure designed in this study were valid and could be used in the efficiency evaluation for similar industrial region.
