Research On Farmer Specialized Cooperative Performance Evaluation

The farmer specialized cooperative appeared and then developed step by step since the 1980s,and it was established mostly for the demands of the specialization,marketization,socialization and commercialization of the agricultural production.It has become a large organization in which many farmers participate voluntarily and that is organized by self-distribution and self-management.The farmer specialized cooperative can maximize the work enthusiasm of the farmers,achieve the optimal allocation of agricultural resources,and connect farmers and markets reasonably.It not only essentially increases the income of the farmers,but also improves the ability to price negotiation and the market position of the farmers in the agricultural market,and mostly important,it has made a great contribution to the modernization of the agriculture.However,the development of the farmer specialized cooperative in our country is at the primary stage and there still exist some problems that can not be ignored,and the existence of these problems are affecting the healthy development of the industry.Therefore,the performance evaluation of the farmer specialized cooperative of the primary stage is helpful to discover the deficiencies and characteristics of the development and the present situation.It is also helpful to see it clearly that under the current economic situation the future development direction of the farmer specialized cooperative and explore the appropriate countermeasures.The basic research idea in this paper is based on the current development of the farmer specialized cooperative,combined with the scientific evaluation method,based on the essence of the performance as the starting point,and then establish a set of performance evaluation index system of the farmer specialized cooperative and evaluate the performance using analytic hierarchy process(AHP)method.Through the empirical research on 10 farmer specialized cooperatives and their members in Qian'an City,this research is to verify the validation of the performance evaluation model,in the meantime,analyze a series of existing problems in the current development of the farmer specialized cooperative,and then based on the empirical analysis results,from the two aspects of the cooperatives themselves and the government,propose the countermeasures and the suggestions to improve the development of the farmer specialized cooperative.
