As the critical method of human resource management, the performance management can promote the realization of corporation strategic targets to a great extent, ensure the sustainable development of enterprises. With the deepening of the electricity market reform and breaking the monopoly, improving the management level of the companies has become the focus of concern for the electric power companies. Meanwhile with the national energy-saving and emission reduction policies continue to be put forward, as the main sector of energy consumption and pollutant emission, thermal power plants are the primary target of energy-saving and emission reduction. Therefore, the completion of energy-saving and emission reduction tasks of thermal power plants has also become the focus of attention of enterprises.,As an important assessment method in performance management, key performance indicators (KPI) can focus on examining the key areas and jobs directly relating to the achievement of corporation strategic targets. It can also combine the target management and the quantitative assessment. Through decomposition of the strategic targets of the enterprises layer by layer, KPI can help subordinate departments and staff to confirm their target and make the target at all levels consistent with the general goal of the enterprises. This method is good at value evaluation and behavior guidance.The thesis includes three parts:First, in this section, on the basis of a large number of studies and analysis of existing performance management theories at home and abroad, the necessity of performance management of thermal power plants energy saving and emission reduction is analyzed. And, the influence mechanism of environmental constraints on performance management is also introduced. It is the foundation of the system design for performance management of thermal power plants.Second, in this section, the comparison of performance management methods is presented. This indicator system considers the environmental constraints of thermal power plants, which contains five first indicators and fifteen second indicators, including energy and resource consumption,comprehensive utilization of resources, pollutant emission and novel technology and process for energy conservation and emission reduction. The weights of evaluation indicators for KPI index system are determined by the network analytic hierarchy process.Third, in this section, the case analysis of thermal power plants A is presented. The indicator system of performance management is designed in detail. And the performance management system is designed hierarchically, which contains department level KPI and staff level KPI. Additionally, the application of the performance results and the appeal and arbitration procedure are explained in the final part.The performance management system of a power generation company designed on the basis of environmental constraints realizes layer by layer decomposition of the performance target, and step by step transfer of performance responsibility. It promotes the fine management of power generation companies and provides experiences and references for performance management of thermal power plants.
