Research On Performance Evaluation Of Enterpreneurship Promote The Employment Policy

The 18th CPC National Congress had presented the slogan" Everyone should take part in the entrepreneurship and creation." This is the fundamental approach to expand the employment and richer the people.The statistics in the To vigorously promote public entrepreneurship peoples innovation policies and measures opinions released on June 11th,2015 indicated that there are about 1.3 billion population,0.9 billion work forces in our country,and there is a great amount of the annual college graduates,rural migrant workers,urban difficult workers and veterans,the transformation of human resources into human capital has great potential.But the total employment pressure,structural contradictions are still exist.In recent years,because of the China's economic restructuring and upgrading,the employment situation is becoming increasingly grim,to promote entrepreneurship employment has become a new hot spot in China's economic and social development.National and local governments at all levels have issued a series of policies to promote,support and encourage entrepreneurship to promote employment.Overall,the policy has been effective in some certain extents.But due to the regional differences,the policy content and policy efforts are not in the same.The effects of the implementations of the policy are just a motley crowd.Therefore,how to have a scientific evaluation of entrepreneurship employment policy implementation performance evaluation has become an urgent problem.Policy evaluation is one of the hot spots in the public management area both at home and abroad,but it is not common for the performance evaluation of entrepreneurship to promote employment policy.This paper attempts to evaluate the performance of the employment policy from the two aspects of quantitative and qualitative analysis,and establish the evaluation system and model.First of all,this paper reviews the Chinese entrepreneurship,employment,domestic and international entrepreneurship,employment policy and performance evaluation of the policy related research,through the literature and the research results of absorption induction,initializes the formation of the research.In the entrepreneurial drive under the guidance of employment policy evaluation criteria and evaluation model,the identity of policy makers from the necessity,policy system of science decision-making,program integrity,the policy,policy implementation,policy goal realization degree,policy effect,policy satisfaction eight aspects of entrepreneurial drive employment policy performance framework definition.After consulted relevant material and selected the index,use interviews and expert investigation method to select and develop the index factors.Established an entrepreneurship driven employment policy performance evaluation index system consists of 3 level 22 indicators.On the basis of building the index system,this paper attempts to establish a performance evaluation model of entrepreneurial drive employment policy.By using fuzzy comprehensive evaluation,the evaluation of the qualitative and quantitative indicators is unified,and the rationality and practicality of policy performance evaluation is increased.In order to verify the actual effect of the model,the quantitative and qualitative indicators were obtained through statistical literature and questionnaire survey.Finally,the problems reflected in the evaluation results of entrepreneurial drive employment policy,put forward the countermeasures and suggestions to improve the policy.
