Returnees Students Of Dalian Entrepreneurship Policy Environmental Assessment Study Based On MOS Model

In recent years, as China’s comprehensive strength and international status improved significantly,a large number of returnees students home business emerged.More and more returnees students heart of the motherland,who have a strong desire to return for innovation and entrepreneurship.Meanwhile, returnees entrepreneurs are bound to open up new areas and new perspectives for the road of the country’s reform and innovation.Therefore, returnees start-ups attracted wide attention of the local government and relevant research institutions.In order to attract and encourage more overseas students to return home, the Chinese government and the local government to actively support the introduction of a series of policy.Dalian, a coastal city in northern China’s famous, have also introduced policies to encourage entrepreneurship returnees students involved in all aspects of entrepreneurship.However, the proportion of high-level returnees remains lowly.In order to attract more overseas high-level talent to return for innovation and entrepreneurship, and provide a beneficial policy environment for overseas high-level talents, the Dalian municipal government is still facing serious challenges.Therefore, it is particularly important for Dalian to propose a comprehensive returnees students entrepreneurship policy environment evaluation system and optimizing countermeasures.Based on the previous study and the combination of the theoretical framework of MOS entrepreneurship policy presented by Anders Lundstrom and Lois A.Stevenson, as well as the particularity of returnees groups, this paper will intend to analysis from entrepreneurship education, entrepreneurship promotion, reduce barriers, start-up support, start financing, target groups policy, to build framework of policy analysis for returnees. Empirical research, build returnees students entrepreneurship policy environment evaluation system.Fuzzy comprehensive evaluation method and AHP will be applied.And evaluate entrepreneurship policy environment of Dalian and Shanghai from six level indicators, 28 secondary indicators respectively.by scoring results of comparison analysis between Dalian and Shanghai, propose the lack of entrepreneurship policy environment in Dalian returnees students, and propose countermeasures and suggestions to optimize Dalian returnees students entrepreneurship policy environment,in order to provide a reference for the development and improvement of the returnees students entrepreneurial policy environment to the relevant departments.
