Performance Evaluation Of The Decreasing Ships And Subidy Policy Based On The Fishermen Who Decreased Their Ships

From the year of2002, the Ministry of Agriculture,together with Ministry of Finance has issued three prescripts on rejected fishing vessels, controlling the number of fishing vessels and the power. It aimed at the status of coastal fishery with internal and external problems, to achieve the control of fishing intensity and the promotion of sustainable development of fishery. Fishing boats dismantling,as the most direct measure to decrease the number of fishing boats,has been implemented in all coastal areas since seven years ago. The effect of the policy and the problems existing in the process of constitution, implementation and management, have been reflected in different ways. Policy performance evaluation,as an important step of the whole policy of decreasing ships and subsidy, has played an important role.On one hand,it can comprehensively examine the implementation of the policy; on the other, it can also form related information feedback on the basis of evaluation results to provide revision advices for further improvement of the policy. Xiazhi Town,engaged in fishing,famous for the reputation of "To see Zhejiang fishery,see Putuo and to see Putuo fishery,see Xiazhi",as one of the implementation places of the measure, the fishing industry of which must be effected relatively by the implementation of the policy. It has a strong representation to select Xiazhi Town as the survey place of policy evaluation of decreasing ships and subsidy.This study reviewed policies and regulations related to decreasing ships and subsidy, defined a summarization of the contents of the policy whose essence is for the protection of sustainable development of marine fishery resources, and found its measures to achieve targets are dismantling of fishing vessels and giving subsidies to fisherman vessels and employment helping. This paper, on the basis of describing the profiles of policies’ implementation of the survey place,thinks that decreasing ships and subsidy is similar to land requisition compensation, so it learns from the evaluation method of land requisition compensation policy, selects the appropriate indices, and through the establishment of indices,evaluates the implementation effects of measures of policies.It gets the comprehensive evaluation results of policy implementation effects,applying AHP-FUZZY comprehensive evaluation method.On this basis, this paper further analysis the problems existing in the implementation of the policy,such as passive decreasing ships of fishermen owing to not enough publicity of policy, the low policy-making standard of compensation, back to fishing because of short job helping and single employment channel, the lower reduction rate of the total power due to finer and stronger fishery, lack of social security of fishermen and low rate of commercial insurance. For the improvement of next phase of the policy,the paper presents countermeasures and suggestions,including strengthening publicity of decreasing ships policy,superadding appropriate and additional subsidies for fishermen whose ships have been dismantled, increasing employment help and pension security,and in2009, establishing access system for the control of capture fishery needed to be strengthened.
