In the final analysis,the competition of enterprises is the competition of talents.The quality of employees is not unchanged.With the development of enterprises and the changes of positions,contents and responsibilities of employees in enterprises,the quality and ability of employees should adapt to these changes and meet the needs of positions.China Tower is a large telecommunication infrastructure integrated service enterprise established in July 2014.Sichuan tower is a provincial branch of China Tower,The core content of China Tower is "Achieving Employees",At the beginning of its establishment and development,there are some shortcomings in the construction of staff training system.It is urgent to solve the problem of optimizing the training system to help the company develop.In this paper,a competency-based training system for regional managers is constructed by means of literature research,questionnaires,case studies and interviews.Firstly,this paper introduces the theoretical basis of employee training system and competency model;secondly,it studies the current situation and existing problems of regional manager training by questionnaire survey method,finds that there are some problems in training methods,and analyses the reasons for these problems lies in the lack of guidance of competency model.Thirdly,using the method of behavioral event interview,questionnaire survey and expert group discussion,the competency model of sichuan tower regional manager is constructed,which is composed of 15 competencies including communication and coordination ability,achievement orientation,team management and marketing.Finally,based on the competency model of regional managers,the training system is constructed from three levels: training system construction,training resource system construction and training operation system construction.Training system including training management process specification,job-transfer training system such as systematic system,training resources system construction including the training organization,internal trainer for ensuring adequate funding for security,construction,training of operation system,using the method of case study,through the training needs survey,analysis of the actual level and target level regional manager competency gap,according to training needs analysis,training course system design,and then based on the different competence curriculum system,designthe corresponding,training methods,finally,to evaluate training effect.Through the above comprehensive and systematic training system design,effectively solve the shortcomings and problems of sichuan tower regional manager training,improve the ability and quality of regional managers.The regional manager training system constructed in this paper is more systematic and innovative,which enriches the original training system of regional manager of Iron Tower Company,improves the efficiency of training,further realizes the innovative optimization of the company's human resources management system,and has a certain reference value for other enterprises to carry out training.
