At present,The financial institutions of our country's support to the rural area is single,mostly in the form of mortgages.As regards to the qualified requirements of the collateral,the rural collective land right seems difficult to become qualified collateral,it has also become the reasons why credit funds can not provide effective supply to the rural areas.Chengdu Rural Commercial Bank which the author worked at championed the construction of the urban and rural comprehensive reform pilot,in support of rural property rights system reform,rural comprehensive land management,and promote the free movement of factors of production and other aspects of a number of active exploration.Since June 2010,in order to support the construction of rural demonstration area,our bank began to explore comprehensive improvement of the rural land loan project wiht the village collective asset management Co.as the main body and began to explore the credit system of the Collective construction land.Subject to various-conditions,Pi.branch's-direct financing of collective construetion land is limited to collective construction land consolidation project.Through theoretical analysis and combined with the practical work experiencer,this paper deals with five parts:The first part is an introduction,describing briefly the research background,significance,ideas,and methods.The second part introduces the theoretical basis of the right to use rural land,firstly define the meaning of the rural land,the right to use rural land,the rural land transferring,and then a brief introduction to the theory of land ownership and land Credit Theory.The third part is the focus of this article,introducing Pi branch of Chengdu Rural Commercial Bank branch which used the rural land as direct financing's implementation.Emphasizing the operation mode,operating characteristic,method of financing of Pi branch,introducing operation mode of the collective construction land and ways to obtain bank financing,compliance procedures,how to set up the self-owned capital,the implementation path of the repayment,solutions of the financing guaranteesThe fourth part is also the key point of this paper,which mainly proposes the conditionality factors that Pi branch encountered when implementing the mortgage loan of the rural land usufructThe fifth part is a brief analysis which tries to build the mortgage loan system of the rural land usufruct and its supporting systems.In this paper,author uses literature research method,empirical analysis and other methods on rural land usufruct mortgage loan and its supporting systems,which is of great significance to support the rural financing.Given the limited practical experience,the research related to the construction of the system is still on the surface,the theoretical depth is inadequacy,which requires further research in the future.
