Study On Issues Of Peasant Household Management-Scale In The Perspective Of Farmlization

The moderate scale operations was firstly proposed since the CPC Central Committee in 1987 to deepen the reform of rural areas.It encouraged the development of various forms of moderate scale operation from 2012 to 2016 and sprung up.The family farm is not only to maintain the household contract responsibility system,but also eliminates the shortcomings of the peasant economy.It became one of the important means of our government to solve rural problems.However,the reality was that the guidance of the policy did not play its due role.Farmers as the main part of agricultural production,their ultra-small size of operations severely restrict transition from farmers to family farms.The small peasant economy in Chinese agriculture gradually evolved non-agricultural land,technology and industry,fragmentation and other issues,which restricted the agricultural modernization.Therefore,the problems and solutions that farmers unable to achieve scale operation must be solved as soon as possible.Based on the view of farmlization,this paper starts from the micro subject of farmers and finds that agriculture in China is trapping into "the dilemma of the small-scale peasant" by which analyzes the status of Chinese peasant households' appropriate scale operation.The dilemma of the small-scale peasant distinctly represents in these aspects such as the uncoordinated percentage between farmers and lands,the small-scale operation of the average peasant households,the land fragmentation of peasant households' operation,and the solidification and so forth.It's very detrimental to the moderate scale operation of the peasant households.In order to find out the way of the dilemma,this paper focuses on exploring the main factors on hindering the realization of appropriate scale management of Chinese family farmers.By analyzing these factors,I find that the main obstacles are that the fast speed of the land conversion,the unbalanced numbers between the rural labors and the peasant households,and the internal and external difficulties of rural land circulation,which lead to the status of "dilemma of the small-scale peasant" become worse and worse.Besides,based on the analysis of the objective situation and the scale development experience of the overseas economic developed peasant households,such as Japan,Korea,the United States and Taiwan in China.The paper emphasizes that it is a long and regular process of peasant households' scale operation,which needs to require the government to give all aspects of policy orientation and protection.Especially to overcome the increasing number of households in rural areas,then to led farmers to enter the number of the downward phase.If the number of peasant households can decrease within ten years,the agricultural scale operationacquires the material breakthrough.Finally,combined with the present situation and the characteristics of the scale of operation of China's household,I put forward the possible ways to realize the scale management of farm households :(1)To promote the transfer of non-agricultural households.Effectively alleviate the growing number of farmers by cities transfer and local transfer;(2)To complete the farmers' professional and diverse stratification.Catering to the change of national life style and the special needs of agricultural products,and the implementation of the re allocation and sharing of all resources to complete the division of agricultural specialization;(3)To achieve the transformation of farm households.Transfer and complete the Six Joint Economic from the self-sufficiency small peasant economy to the professional,business and technology industry.
