With the development of world economics, the international trade of meat products flourishes. The production and consumption of meat products increase a lot. However, China has occupied a little proportion in the world trade of meat products since 1995 when it become one of the largest meat producer. SPS measures are aimed at protecting the health of human beings. However, China’s exports of meat products are limited by SPS measures of many developed countries in the case of decreasing tariffs. Even if China can export some meat products, it is harder and harder to get the admission in consideration of the number of SPS measures, the limitation on microorganism and antibiotics, the maximum residue limits of agricultural veterinary medicine.The European food safety system is one of the most perfect system in the world. Researches show that almost 50% trade of the meat products in developing countries is affected by its trade measures. Therefore, research on SPS measures is very important for China’s meat industry and its international trade.This paper analyzes the production, international trade and competitiveness of China’s meat products from 1995 to 2013. It analyzes the quality control system of pork. Taking UK, France, Netherlands and Denmark as examples of EU, this paper also calculates the effects of SPS measures of EU (from 1995 to 2013) on China’s export of meat products under the gravity model. It concludes that EU and Japan impose complex SPS measures to protect their welfare, which has negative effects on competitiveness China’s meat product. Finally, it analyzes the countermeasures to SPS measures and concludes that we must cope this problem from government, enterprise and industry association aspects.
