At present, our country's meat production ranks first in the world, but its concentration and industrialization is not very good. Some problems such as the prominent quality and safety problem, the unreasonable structure of the varieties and the low conversion rate of deep processing have not been fundamentally solved yet. Therefore, the national food industry's"Eleventh Five-Year Program"for the Development points out that China will develop the production of chilled meat, separated meat and cooked meat vigorously, expand the production of low-temperature meat and functional meat and push forward the pace of industrialization of Chinese meat production actively. By the end of"Eleventh Five-Year Program", China will establish the better system of meat processing industry and nurture a group of large meat processing enterprises with international competitiveness.Shandong Delisi Food Company, Ltd. located at Changcheng in Zhucheng has specially good policy, environment, resources and technologies to construct a new project with annual production of 20000 tons of high grade low-temperature meat products. Its completion can not only increase both national and local financial revenues but also improve the development and structure of agricultural industrialization .And what's more, it corresponds to the demands of building a new socialist countryside put forward by 5th plenary session in the 16th CPC National Congress. In order to guarantee the smooth implementation of this project invested $143.924 million , site selection must be given most attention .But we notice that there are few studies on the site selection of the low-temperature meat production project with huge development potential and even no easily handled practical site selection evaluation index system to guide the project's construction scientifically and strictly. This paper sets up a reasonable evaluation index system after studying the site selection of the low-temperature meat production project and tests and verifies its correctness and practicality by empirical application.This paper first introduces the related research about the production of low-temperature meat products. And then it discusses the prospect and necessity of Delisi Company's high grade low-temperature meat production project by analyzing large amounts of collected data. Considering five aspects such as location factors, own conditions, environmental impact, competitive factors, safety assessment, it constructs a complete site selection evaluation index system .Then it uses AHP to construct a site model for Delisi Company's project. And finally, it tests and verifies site selection evaluation index system proposed by this paper by empirical study.
