Evolution Of The Temporal-spatial Of Circular Economy Development In China

Developing of circular economy is an effective way to solve the conflict between economic resources and ecological environment in China. With the implementation of circular economy pilot projects in China, some achievements and practical experience have been made. While how to further accelerate the coordinated development of regional circular economy and promote regional sustainable development, become the important research contents in the field, it is also a need to achieve the harmonious development of man-land relationship.Since 2005, China's circular economy has got a comprehensive pilot and continued to promote development and traditional economic development model has being changed. But we need to clearly see that our country is in an important period of industrialization to accelerate the development of economic and social transformation and facing severe ecological environment constraints, carrying the ecological environment inherent vulnerability, acquired imbalance and accelerate the realization of industrialization, urbanization, multiple pressures. China's regional environment is complex and the economic level is different. There are many restrictions on the development of large capacity and other factors and many difficulties the in the development of circular economy. And often these problems are difficult to solve in the underdeveloped areas, which needs to clear the basic level of regional circular economy development and tap the potential of the development of regional circular economy. Also, we need to through the overall co-ordination of the region in order to achieve a better development effect to achieve the coordinated development of industrial agglomeration and play the best scale efficiency. At the same time, China's circular economy development status and role again rose to a new strategic height, through pilot and demonstration projects to support, spread of the concept of circular economy, and continuously upgrade the level of production technology and equipment, policy mechanism improvement, which has an important role to improve the overall regional circular economy development level. Only to realize the benign development of regional circular economy can we more quickly to promote China's development of circular economy system and realize the regional sustainable development target of the national recycling economy.In this case, by building the circular economic evaluation system and using AHP and entropy method, we find the level of circular economy development in our country keeps a rising trend, and has significantly stages and differences, it can be divided into the stages of steady development(from 2003 to 2006), rapid growth(from 2007 to 2010) and fluctuation rising(from 2011 to 2013). Circular economy development is still at a low level, and with time goes the difference gradually reduced and the regional spatial equilibrium increased. Then differences of development level between circular economy in both provinces and cities were also made. The result shows that since 2006 after non-pilot provinces' level of circular economy have been less than pilot provinces', while the level gap is getting bigger. Pilot provinces have the advantage of development. Meanwhile by using of ESDA and GIS methods, spatial relationship and pattern of circular economy development evolving features of provinces and cities were discussed. There is a strong positive correlation in various provinces of circular economy development, and spatial clustering volatility enhancement. Also, pilot provinces gradually dominated in the HH type of gathering unit, and its radiating exemplary role to the neighboring provinces has been boosted up evidently. Spatial pattern of circular economy development of provinces showed a trend of good direction. Based on this, the text discussed the influencing factors of the temporal-spatial evolution of circular economy in China from 2003 to 2013, and through the panel data model analysis of the effects of each variable. As model analysis results show, regional economic development level, scientific and technological innovation capability and pilot policy to promote circular economy development in different degrees. Of those, the level of economic development is the most significant, and improvement of the ability of scientific and technological innovation is an effective means to promote circular economy development, but the role of pilot policy has a certain limit.
