Shanxi Province is a big resourceful province. It took a traditional path of urbanization in order to pursue the expansion of city scale and urban population in the past, and these resulted in the excessive exploitation of resources and the pollution of ecological environment. In order to achieve the connotative growth, Shanxi has to take a new sustainable urbanization path. The "new" means a new mode of economic growth, a new form of industrial organization, and a new urban and rural management system, however, these are all inseparable from the scientific and technological innovation. The active and steady construction of the new urbanization in Shanxi Province should fully rely on scientific and technological innovation. This paper empirically analyzes the influence of scientific and technological innovation on the new urbanization in Shanxi Province.Firstly, on the basis of the summary of traditional urbanization, this paper proposed the connotation and characteristics of the new urbanization: powered by scientific and technological innovation, people-oriented, resource intensive and ecological civilization urbanization. At the same time, this paper analyzes the influence mechanism of science and technology innovation on the new urbanization, namely the science and technology innovation effects economic growth and industrial structure upgrade by its space diffusion, so as to promote economic urbanization, urban and rural integration, the quality of urbanization, intensive urbanization, green urbanization and civilization urbanization; Secondly, this paper constructs a comprehensive evaluation index system of new urbanization based on the seven aspects of influence mechanism, and calculates the new urbanization level by the entropy value method. This paper selects the scientific and technological innovation evaluation indexes from the achievements of science and technology, the innovation investment and the financial support, then analyzes the grey correlation degree between scientific and technological innovation and new urbanization with the grey correlation model; Thirdly, on the basis of grey relation analysis, select the science and technology innovation indexes that above 0.8 to go on regression analysis with the economic urbanization, intensive urbanization and the urban-rural integration level. The regression results show that the acceptation of patents application has a significant influence on the economic urbanization; R&D expenses and the patents grant have the greatest influence on the intensive urbanization; Science and technology expenditure in the fiscal expenditure has an obvious stimulative function to the urban-rural integration. The investment, implementation and government support of science and technology innovation will influence the construction of the new urbanization through different paths in Shanxi Province.Based on the above analysis, Shanxi Province should increase financial support and the investment, establish incentive mechanism to stimulate the invention enthusiasm, and speed up the transformation of scientific and technological achievements to promote the construction of the new urbanization.
