The level of urbanization in China has increased from 18% in the late 1970 s to58.5% in 2018.Among them,China's urbanization level surpassed 50% for the first time in 2011.However,the level of urbanization in Xinjiang is still less than 50%.Its urbanization level is not only low in quantity,but also poor in quality.Xinjiang's ecological environment is fragile.In the process of urbanization,industrial development mainly depends on local resources,which causes unavoidable damage to Xinjiang's ecological environment.In addition,the level of economic,social and infrastructure construction in Xinjiang is still very low,and the development of new urbanization is imperative.First of all,this paper makes a theoretical analysis of scientific and technological innovation and new-type urbanization to lay a theoretical foundation for this paper.Second,constructing the new urbanization of accords with the practice of xinjiang science and technology innovation and comprehensive evaluation index system,including science and technology innovation,technological innovation input,the output of science and technology innovation and technological innovation environment from three aspects,the new urbanization include: social urbanization,economy urbanization,population urbanization,urbanization of infrastructure and ecological environment in five aspects of urbanization;Then entropy method was used to measure the development level of scientific and technological innovation and new-type urbanization in xinjiang.Thirdly,the grey relational degree between scientific and technological innovation and new-type urbanization is analyzed by using the grey relational model,and the grey relational degree is sorted to find out the main factors of scientific and technological innovation affecting new-type urbanization level.Finally,based on the results of gray correlation analysis,scientific and technological innovation indicators with gray correlation of more than 0.8 are selected for regression analysis of population urbanization,economic urbanization,infrastructure urbanization,social urbanization and ecological environment urbanization.The regression results show that there are some parameters in the hypothesis model that do not correspond to the actual meaning,some parameters are not significant,the model has multicollinearity,and there are some robustnesscompared with the results of fractional regression.Further use of the LASSO method results in a more efficient and streamlined model.With the LASSO method,it can be concluded that R&D expenditure intensity and the number of college graduates have a significant impact on population urbanization in xinjiang.The proportion of R&D expenditure and education expenditure in GDP has a significant impact on the economic urbanization of xinjiang.The intensity of R&D expenditure,the number of graduates from colleges and universities and the number of public libraries have a significant impact on the urbanization of xinjiang.The intensity of R&D expenditure and the proportion of education expenditure in GDP have a significant impact on the urbanization level of infrastructure construction in xinjiang.The intensity of R&D expenditure,the proportion of major scientific and technological achievements and education expenditure in GDP of the autonomous region have a significant impact on the urbanization of ecological environment in xinjiang.Based on the above analysis,to develop the education in xinjiang,increase investment in education funds,promote the compulsory education balanced development,let all school-age child has a book to read,to improve teaching environment and the quality,strengthen the government,enterprises,research institutions,such as degree of attention to the science and technology investment,improve the R&D funds investment intensity,more autonomous region research major science and technology research and development,inspire more science and technology innovation,to build more high quality of the library,in order to promote the development of new type of urbanization in xinjiang.
