The Mechanism Research Of Scientific And Technological Innovation And New Urbanization Construction In Henan

As a major agricultural province, Henan should take effective measures to strengthen the construction of innovation system, and enhance our capabilities for scientific and technological innovation, so that the rapid and sustainable development of Henan’s economy can be ensured. Proposed in the 18 th National Congress of the Communist Party of China, the new urbanization is an important national strategy oriented towards the forthcoming economic and social development, while scientific and technical innovation is the strategy force aiming to improve social productivity and comprehensive national strength, which is very significant to the new urbanization in Henan. All levels of governments in Henan are trying speeding up the strategic implementation of new urbanization, and trying letting the technological innovation play a better part in this process. Learning the relationship among what a role the technological innovation plays in the urbanization, what the technologic demand is in the new urbanization, and how the urbanization offer a platform for transformation of science technology achievements can actively and steadily carry forward the new urbanization in Henan.Starting by the relationship between the technologic innovation and new urbanization in Henan, and by adopting the relevant methods, this paper tries finding out the problem during the new urbanization in Henan, and further exploring the causes behind these problems. In this paper, the guiding thought and operating mechanism during the technologic innovation’s supporting on the new urbanization of Henan are also summarized. This paper is divided into four parts:Part I Through the method of concept analysis, not only the meaning and connotation of technologic innovation and new urbanization are learned, but the relationship between them is made clear: the technologic innovation is the powerful force of realizing the new urbanization in Henan, while in return, the latter is the important guarantee for promoting the technologic innovation.The second part probes into the problems and causes the new urbanization of Henan province is faced with through literature research method. A series of problems are probed into in this chapter. For example, in the process of new urbanization of Henan province, scientific and technological innovation is incapable of supporting its development in urbanization; efforts are partially made to accelerate its rate and imitate its form without paying due attention to its quality and content; iniquitous distribution of public service is caused by household access system; not everyone can benefit from its achievements and so on. All these problems are relevant to such situations as the insufficiency of coordination between government departments, the deficit of government guidance and organization, the lag of standard construction, the limited space for the role of science and technology to play, the shortage of talents in science and technology, the inadequacy in talent cultivation mechanism, the lag in public infrastructure development, the impuissance of science and technology in supporting agriculture and the inadequacy of scientific innovation mechanism to promote scientific and technological innovation of Henan province.The third part of the thesis systematically discusses how the instructional principle and operational mechanism of the scientifically and technological innovation support the new urbanization in Henan. The instructional principle driven by scientific and technological innovation which is systemic, dynamically developmental and sustainable have been leading the Henan’s development of new urbanization. The idea of science and technology driving innovation guides the new township planning, maintains the new township construction and promotes the scientific development of new urbanization. In return, the construction of the new urbanization provides impetus and developmental orientation for scientific and technological innovation, and forms a platform for the transformation of scientific and technological innovations.In part four, according to their operating mechanism and the guiding thought in promotion of the new urbanization by technologic innovation, this part puts forward a more scientific alternative that is more practical, effective and operable for the purpose of providing countermeasures to promote technologic innovation and new urbanization of Henan province through inductive and summary method.
