Research On The Management Of Municipal Grain Reserves

Grain reserves play an important role in maintaining the national food security,maintaining the stability of the grain market and safeguarding the interests of farmers.At present,China's grain reserve management system,the mechanism is still not perfect,the management practice of grain reserves in the field of frequent problems,a direct threat to national food security.How to manage the reserve grain well is of great practical significance.Firstly,this paper discusses the characteristics,modes and significance of the management of grain reserves from the characteristics of public goods and public management of grain reserves.Secondly to Grain Reserve Management in X city as an example,introduces the in China's grain circulation system reform and the historical background of local grain reserve management present situation,from the perspective of internal and external management environment of analysis of the existing problems and their causes,and tries to find enlightenment of Grain Reserve Management from domestic and international grain reserve management practices.Finally put forward the suggestions to improve the management level of grain reserves,means and methods of introducing the target management of new public management in the management of grain reserves,starting from the target scale,layout and variety structure,as the grain reserve management to establish accurate,goal oriented and material basis of scientific and rational;on the other hand to study how to improve the Municipal Grain Reserve management mechanism,combined with the management of grain reserves in the direction of development,operation,motivation and constraints three aspects put forward the corresponding countermeasures and suggestions:through goal oriented rationalize coordination mechanism,enhance the power mechanism by means of performance appraisal,through innovative regulatory approaches,ways to improve the legal supervision and restraint mechanism gradually to improve the management of grain reserves,the intention to achieve the government's macroeconomic regulation and control.
