Constructing harmonious labor relationship was proposed in the 18th National Congress of the Communist Party of China.It is closely related to the vital interest of personnel and industries that harmonious labor relationship is well developed since harmony leads to economic development and social stabilization.China,nowadays,is on the period of economic and social transition,which suggests that there is a dramatic increase in the variety of main body of labor relationship and requirements of personal interest so that the conflict aroused by the change of labor relationship remains obvious.Shandong,as a coastal province of China,has been developing economically since the reform and opening policy in the 1970s.With the proliferation of reform and opening and the introduction of policies related to taxation and loan,private economy is expanding and private enterprises are making progress both qualitatively and quantitatively in an annual basis.However,it will serve as an obstacle to the development of economy and the stability of society if the problems aroused in the labor relationship field cannot be addressed promptly.Recently,medium-sized and small private enterprises in Shandong province present some main characteristics such as exploding of conflicts in labor relationship and appealing diversification.There are a series of problems revealed from the construction of harmonious labor relationship by relevant government administrations,private enterprises,company personnel and societal forces,which get in the way as harmful factors of establishing harmonious society.Thus,to enhance the construction of harmonious labor relationship among private enterprises of Shandong province,we must strengthen cohesion to promote participation of government,companies and society as a whole.Then,effective regulations should be established to facilitate the construction of harmonious labor relationship and contribute to the development of economically powerful province.The paper can be divided into five parts.First part is introduction.I will first start to discuss background and meaning behind the study about labor relationship.Besides that,I will be analyzing overseas and domestic research status.Then,research methods used and innovative points will be illustrated.Second part is mainly about concepts and regulations that serve as a theoretical foundation for research in labor relationship issues of private enterprises in Shandong province.Specifically speaking,the exact meaning behind labor relationship and legal aid system will be discussed in this part of paper.Third part is a summarization of the current situation of labor relationship in medium-sized and small private enterprises.The analysis of cause and effect according to labor relationship issues will be demonstrated.In addition,practical policies will be proposed to provide support for further construction of harmonious labor relationship.Fourth part,? give some beneficial references and effective instruction to middle sized private enterprises by integrating personal work experiences,listing examples of outstanding private enterprises in Shandong,referring to relevant documents and summarizing preceding guidance.Last part is suggestions.By not only investigating characteristics of government,private enterprises,social organizations and company personnel,but also proposing innovative approaches,I develop some reasonable suggestions related to constructing harmonious labor relationship.I hope to get fully understanding of current risks and challenges associated with labor relationship of private enterprises after analyzing and illustrating in the paper.Through methods of analyzing causes and cases,I combine practical situations of private enterprises to propose that government and society should be responsible for its core business and cooperate with each other at the same time so that harmonious labor relationship can be constructed in the near future.
