On the one hand,according to the latest data of National Bureau of Statistics website,grain yield celebrates our "Twelve years continuous increase".In 2015,our annual grain output is 621.44 million tons with the growth of 2.4% compared with last year.the growth rate rose to 1.5PP;on the other hand,the central rural work leading group,said that at present China's grain market still has a big gap.It is estimated that Chinese grain consumption is about 640 to 645 million tons per year,and the gap is about 20 to 25 million tons.Due to limited domestic food production,food notch mainly relys on imports to make up.Food self-sufficiency has not been fully resolved;the amount of food has not been effectively guaranteed.Food security,especially the "Grain Ration(rice,wheat)Safety" needs to be paid special attention by the relevant departments.From a whole environment of food production,arable land is facing with the dilemma of both quantity and quality.With the continuous economic development,the call for "Grain for Green" and the accelerated pace in transportation and urbanization make Chinese arable area decrease year by year;in addition,the improper use of pesticides and fertilizers leads to soil acidification or alkalization,even secondary salinization,which declines the quality of arable land.The increasing number of "Migrant workers" brings less grain labor.The pollution and scarcity of water resources have restricted the growth of food.We still have many things to worry about on food security."Rations security" should be the first to be received attention.Based on the early study of innovation fund projects during the school,this paper is the further empirical analysis of our grain rations production efficiency.By reviewing the relevant theory and research of food production efficiency at home and abroad,comprehensively arranging the correlative research results in the field,combining with the status of our grain output in major grain producing areas,and using some related scholars' analysis ideas,it has further dug the measurement problem of grain rations productivity in major grain producing areas.This paper is mainly based on Malmquist-DEA empirical analysis method to calculate the grain rations productivity of Chinese 13 major grain-producing province from 1995 to 2013.First,combined with the related research and grain production practice,we set the amount of fertilizer input,the amount of pesticide input,the planting area,the effective irrigation area as four input indicators and we set the annual production of rice and wheat rations as output indicators to build an analysis model.Then,through these five analysis indicators of productivity,we give the reason and the factors of those affect food production efficiency.Finally,based on the relevant conclusions of this article,the possible issues of grain rations production in major grain producing areas will be presented and associated methods and paths to improve our grain ration productivity in main area will be given.
