General land use planning is the important basis of the implementation of land use,which is one of the important measures and the government to strengthen the land macro-control means.General land use planning implementation management,especially the implementation of the state-owned land management is a important way to promote the urbanization process,economic and social development and guarantee the sustainable development of agriculture in our country.But the real operation process whoes regulatory system is imperfect in the management of the existing planning does not reach the designated position,which seriously affects the role in the general land use planning and implementation.At the same time,the existing research about planning and implementation is mainly using qualitative analysis methods,whose credibility is low.Therefore,only using a scientific and rigorous method can find out the problems existing in the planning and implementation,which is to provide better guarantee in our country.This paper,taking The General Land Use Planning of West Dong Ting District(2006-2020)as the research object,firstly adopts the literature method,qualitative and quantitative analysis,specification and empirical analysis methods to studied the current situation and influencing factors.Secondly on the System engineering theory,dynamic management theory and the theory of Allogeneic supervision,In-depth analysis is carried out on the planning and implementation to find out the status quo and the reason in general land use planning and the contradiction between them.Finally this paper puts forward targeted measures for the West Dong Ting district to provide the basis for a new round of general land use planning revision and the future reference of better planning and implementation of management.
